Chairman of Hanoi People's Committee directs to overcome consequences of serious fire in Trung Liet

On the afternoon of April 13, Permanent Vice Chairman of Hanoi People's Committee Le Hong Son signed and issued Document No. 1490/UBND-NC on directing the settlement and overcoming of consequences of the house fire at No. 8, Alley 14, Lane 69, Trung Liet Street, Trung Liet Ward, Dong Da District, Hanoi.

To promptly overcome the consequences of the above fire, the Chairman of the City People's Committee assigned the Director of the City Police to preside over and coordinate with the Chairman of the Dong Da District People's Committee and related units to focus on overcoming the consequences, promptly investigate, clarify the cause of the fire, clarify the responsibilities of organizations and individuals and handle them according to the provisions of law.

Assign the Director of the Department of Health, Chairman of the People's Committee of Dong Da District and relevant units to visit, encourage, and provide material and spiritual support to the victim's family according to regulations; based on assigned functions and tasks, ensure environmental sanitation in the area where the fire occurred; report to the Chairman of the City People's Committee for direction on matters beyond their authority.

The Chairman of the City People's Committee assigned the People's Committees of districts, towns and cities to continue to firmly grasp the management areas, at the same time do a good job of analyzing and forecasting the situation, proactively issuing guiding documents in fire prevention, fighting and rescue (PCCC and CNCH) with focus and key points.

In particular, focusing on directing the drastic, effective and synchronous implementation of fire prevention and fighting and search and rescue work according to localities and fields; continuing to closely follow the goals and requirements, effectively implementing the Resolutions, Directives and Conclusions of the Party, Government, City Party Committee, People's Council and City People's Committee on fire prevention and fighting and search and rescue work.

Localities and units focus on effectively implementing Decision No. 4702/QD-UBND dated September 6, 2024, Plan No. 369/KH-UBND dated December 17, 2024 of the City People's Committee to implement the Project to improve capacity and ensure fire safety and rescue in the capital for the period up to 2025, with a vision to 2030; Official Dispatch No. 3359/UBND-NC dated October 28, 2024 on strengthening fire prevention and rescue measures for facilities at risk of fire and explosion causing serious human losses in the city and Official Dispatch No. 1290/UBND-NC dated April 6, 2025 on implementing the movement to implement the peak of propaganda and guidance on fire safety and rescue for residential facilities in the city.

Localities and units continue to promote and improve the effectiveness of propaganda and dissemination of legal knowledge on fire prevention and fighting; provide guidance on knowledge, preventive measures, escape skills and emergency escape when fire and explosion incidents occur; at the same time, review, supplement and improve on-site fire prevention and fighting forces (civil defense forces; grassroots fire prevention and fighting forces; specialized fire prevention and fighting forces), the model of "Inter-family fire prevention and fighting safety team" and "Public fire fighting point" to meet the motto of "4 on-site".

In particular, localities and units propagate and mobilize 100% of households combining business and production with 2 floors or more without a second escape route to open a second escape route themselves, equip automatic fire alarm systems, tools, and means for fire fighting, rescue, and first aid at home; instruct facility owners and household owners to self-check fire safety and rescue to proactively detect and eliminate risks leading to fires, explosions, incidents, and accidents.

In particular, localities and units focus on checking the conditions of roads, escape routes, fire protection systems and equipment, electrical systems; management and use of electricity, fire sources, heat sources, flammable and explosive substances, fire and heat generating equipment (including checking electrical equipment, electrical protection equipment, electrical lines in the house...).
