The 27th session of the 18th Thanh Hoa Provincial People's Council will be held tomorrow (April 9).

On the afternoon of April 8, under the chairmanship of Comrade Lai The Nguyen, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation, the Standing Committee of the 18th Thanh Hoa Provincial People's Council, term 2021-2026, held the 33rd Session to unify the content and program of the 27th Session (special session), the 18th Provincial People's Council and a number of other important contents.

Overview of the meeting.

Attending the meeting were comrades: Do Minh Tuan, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Le Tien Lam, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Vice Chairman of the Provincial People's Council; members of the Provincial Party Standing Committee who are heads of the Provincial People's Council Committees and vice heads of the Provincial People's Council Committees; leaders of relevant departments and units.

Comrade Lai The Nguyen, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation chaired the meeting.

At the meeting, the Standing Committee of the Provincial People's Council reviewed and commented on the submissions and reports on the examination of the draft resolution submitted to the 27th Session; and commented on the draft Submission and Resolution of the Provincial People's Council on personnel work.

Also at the meeting, the Standing Committee of the Provincial People's Council gave opinions on the content and agenda of the 27th session of the 18th Provincial People's Council, term 2021-2026. Accordingly, the meeting will be held on April 9, 2025 at the meeting room of the Provincial Party Executive Committee.

The meeting reviewed and decided on the submissions of the Provincial People's Committee to the Provincial People's Council, including: Plan to adjust the central budget development investment capital plan for the period 2021-2025, the National Target Program on New Rural Development in Thanh Hoa province. Allocation of central budget development investment capital in 2025 to implement the National Target Program on New Rural Development in Thanh Hoa province (phase 3). Assignment and adjustment of the provincial state budget regular expenditure estimates for 2025 to agencies and units when implementing the arrangement and organization of the apparatus. Adjustment of the medium-term public investment plan for the state budget capital for the period 2021-2025 of Thanh Hoa province was decided by the Provincial People's Council in Resolution No. 123/NQ-HDND dated October 11, 2021 (phase 8).

Adjusting and supplementing the medium-term public investment plan using central budget support capital and local budget capital from increased revenue and savings in provincial budget expenditures for the period 2021-2025, Thanh Hoa province, as decided by the Provincial People's Council in Resolution No. 425/NQ-HDND dated September 29, 2023 (phase 2). Adjusting the public investment plan using state budget capital in 2025 managed by the province (phase 1). Adjusting and supplementing the medium-term public investment plan using central budget capital (reserve mobilization capital) for the period 2021-2025 (phase 3); Allocating in detail the medium-term public investment plan using increased revenue and savings in provincial budget expenditures for the period 2021-2025, Thanh Hoa province, as decided by the Provincial People's Council in Resolution No. 426/NQ-HDND dated September 29, 2023 (phase 5).

Head of the Provincial Party Committee's Propaganda and Mass Mobilization Commission, Head of the Provincial People's Council's Culture and Social Commission Dao Xuan Yen spoke at the meeting.

Adjusting and supplementing the 2025 public investment plan with central budget capital (reserve mobilization capital); capital for increasing revenue and saving provincial budget expenditure in 2024 transferred to implementation in 2025 was decided by the Provincial People's Council in Resolution No. 613/NQ-HDND dated December 14, 2024 (phase 1). Approving the list of works and projects requiring land recovery and conversion of land use purposes for rice cultivation, protective forest land, and production forest land in the province, phase 3, 2025.

Abolish Resolution No. 114/2021/NQ-HDND dated July 17, 2021 of the Provincial People's Council regulating the collection of fees for protection and development of rice-growing land in Thanh Hoa province. Abolish Resolution No. 402/NQ-HDND dated April 26, 2021 of the Provincial People's Council on the decision to assign the Provincial People's Committee to decide on adjusting the investment policy of Group C projects for which the Provincial People's Committee has decided on the investment policy according to the provisions of the 2014 Law on Public Investment.

Head of the Provincial Party Committee's Organization Committee, Head of the Provincial People's Council's Ethnic Committee Nguyen Van Hung spoke at the meeting.

Head of the Provincial Party Committee's Internal Affairs Committee, Head of the Provincial People's Council's Legal Committee Nguyen Ngoc Tien spoke at the meeting.

Abolish Resolution No. 163/NQ-HDND dated October 11, 2021 of the Provincial People's Council on assigning the Provincial People's Committee to decide on investment policies for a number of small-scale Group C public investment projects and Resolution No. 290/NQ-HDND dated July 13, 2022 of the Provincial People's Council on amending Clause d, Article 2 of Resolution No. 163/NQ-HDND dated October 11, 2021. Approve the 1/2000 scale Construction Zoning Plan for Luu Binh Industrial Park, Quang Xuong District, Thanh Hoa Province. Approve the 1/2000 scale Construction Zoning Plan for Ha Long Industrial Park, Ha Trung District, Thanh Hoa Province.

Naming of streets and roads in Tho Xuan town, Lam Son town and Sao Vang town, Tho Xuan district, Thanh Hoa province. Naming of streets and roads in Son Lu town, Quan Son district, Thanh Hoa province. Level of daily allowance for militia in Thanh Hoa province. Allocation of career capital from the central budget to implement the National Target Program on Sustainable Poverty Reduction in 2025 (phase 1). Policy to support some high-performance sports activities in Thanh Hoa province. Financial expenditure regime for organizing and participating in competitions, festivals, mass sports tournaments, movements, and communities at all levels in Thanh Hoa province.

Adjust the central budget investment capital plan for the period 2021-2025; adjust the list and name of projects under the National Target Program on Socio-Economic Development for Ethnic Minorities and Mountainous Areas for the period 2021-2030, Phase I: from 2021 to 2025. Regulate the authority to decide on liquidation of planted forests owned by the entire people under local management.

Comrade Lai The Nguyen, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation delivered a concluding speech at the meeting.

Concluding the meeting, Mr. Lai The Nguyen, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation, stated: The Standing Committee of the Provincial People's Council agreed to include in the content of the 27th Session the submissions of the Provincial People's Committee to the Provincial People's Council for consideration and resolution; and agreed with the opinions of the Provincial People's Council Committees on the draft resolutions. Accordingly, the documents, processes and procedures for drafting resolutions must comply with regulations.

The Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation stated: The 27th session is a thematic session of important significance to resolve many contents on the plan as well as remove difficulties and obstacles for the development of the province in 2025 and the following years. At the same time, he requested the Office of the National Assembly Delegation and the Provincial People's Council to proactively coordinate with the Provincial People's Committee and the Provincial People's Council Committees to complete reports and submissions for the session, update them on the ecabinet.vn software for delegates to study.
