Provincial National Assembly delegation improves the quality of thematic supervision

The provincial National Assembly delegation thematically supervised the implementation of legal policies on the development and use of human resources to meet the requirements of socio-economic development, especially high-quality human resources in Lang Chanh district.

The monitoring delegation of the National Assembly Delegation of Thanh Hoa province, led by Deputy Head of the National Assembly Delegation of Thanh Hoa province Mai Van Hai, has just conducted a thematic monitoring program on the implementation of legal policies on the development and use of human resources to meet the requirements of socio-economic development, especially high-quality human resources in Thanh Hoa province in the period of 2021-2024 in Lang Chanh, Ba Thuoc, Hoang Hoa and Hau Loc districts. Through monitoring, shortcomings and limitations have been pointed out such as: vocational training for ethnic minority youth is not very effective; a number of teachers have limited professional capacity and are slow to innovate teaching methods; the skills of applying information technology to work of a number of commune officials and civil servants are still limited, not meeting the requirements of digital transformation tasks... On that basis, the monitoring delegation has requested units and localities to overcome limitations and shortcomings; At the same time, recommend that competent authorities and localities take timely remedial measures.

Closely following the National Assembly's working program, the socio-economic situation of the country and the province, the Provincial National Assembly Delegation established a monitoring program for unified implementation. The monitoring content focused on pressing issues in social life that voters and public opinion were interested in. In order for the monitoring sessions to be effective, the Provincial National Assembly Delegation focused on studying records and documents related to the monitoring content, developing plans and clearly identifying specific content that needed to be focused on monitoring in order to create the best conditions for members of the monitoring delegation to delve deeper into and analyze issues of concern.

In particular, before each monitoring, the members of the monitoring team proactively learn about the implementation of policies and laws in the units and sectors under monitoring, in order to select many locations for field surveys. The monitoring sessions are not spread out, but focus on places with problems that need to be considered or typical places; approaching from many different aspects to collect evidence, identify, and clearly analyze what is good and what is not good. In the monitoring and survey sessions, the Team always invites representatives of the Standing Committee of the People's Council, the Provincial Fatherland Front Committee and related departments, sectors, experts, and press agencies of the province to attend.

With a high sense of responsibility, since the beginning of the 2021-2026 term, the Provincial National Assembly Delegation has organized many thematic supervisions to meet the expectations of voters and people such as supervision of fiscal and monetary policies to support the socio-economic recovery and development program; supervision of investment policies for the project to build a number of expressway sections on the North-South Eastern route in the period of 2017-2020 to the end of 2023; implementation of policies and laws on practicing thrift and combating waste...

During the supervisions, the Provincial Delegation of National Assembly Deputies assessed the results achieved, pointed out the limitations and difficulties, raised lessons learned and proposed solutions to overcome them in the process of performing tasks and implementing policies and laws in the locality; at the same time, urged the agencies and units under supervision to report the results of implementing recommendations and conclusions after supervision. Accordingly, the supervision results gradually created positive effects in society, strengthening the people's trust in the activities of the National Assembly and the Provincial Delegation of National Assembly Deputies.

Promoting the achieved results, in the coming time, the Provincial National Assembly Delegation will continue to innovate and improve the quality of thematic supervision activities to improve the effectiveness of the Provincial National Assembly Delegation's activities, thereby contributing to the strict implementation of the Party's guidelines and the State's policies and laws, and truly put them into practice.
