Lowering Ban Ve Lake water level to highest level before flood

Based on the actual situation of water level at Con Cuong Hydrological Station, water flow to Ban Ve Lake, water level of Ban Ve Lake and forecast of water flow to the lake in the next 24 hours; report of Ban Ve Hydropower Company on September 29, 2023 on the end of cutting and reducing operations for downstream.

The Head of the Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense of Nghe An province ordered: The Director of Ban Ve Hydropower Company operates the Ban Ve Hydropower Reservoir to discharge water downstream with a flow rate greater than the flow rate to the reservoir to gradually lower the reservoir water level to the water level of 197 m (according to the provisions of Point d, Clause 1, Article 8, Decision No. 1605/QD-TTg dated November 13, 2019 of the Prime Minister).

Order execution start time : 20:30, September 29, 2023.

Discharge flow through the project: From 600 m3/s to 1,000 m3/s.

The directive also clearly states: During the process of lowering the lake water level, if the water level at Con Cuong Hydrological Station exceeds alarm level I but is still below alarm level II or the flow to the lake is from 1000 m3/s to 1200 m3/s, then operate the water discharge through the project with a flow rate equal to the flow to the lake to maintain the lake water level.

During the process of lowering the lake water level, if a new flood occurs causing the flow to the lake to increase above 1200 m3/s or the water level at Con Cuong Hydrological Station or Cho Trang exceeds alarm level II. The Director of Ban Ve Hydropower Company shall immediately report to the Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense (through the Standing Office of the Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense) to receive further orders.

When the process of lowering the lake water level is completed, the Director of Ban Ve Hydropower Company reports to the Head of the Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense (through the Standing Office of the Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense).

The Departments of Agriculture and Rural Development, Industry and Trade, and the Standing Office of the Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense, according to their assigned functions and tasks, inspect and supervise the implementation of operating orders in accordance with regulations, minimizing damage to downstream areas.

Ensure downstream safety when operating to lower the lake water level

At the same time, the Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense also sent an official dispatch to the Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense of Ha Tinh province; relevant localities, departments and branches on ensuring downstream safety when operating to lower the water level of Ban Ve Lake to the highest water level before the flood.

Accordingly, to proactively respond and limit damage during the operation of lowering the reservoir water level to the highest water level before the flood, the Standing Office of the Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense requests the People's Committees of Tuong Duong, Con Cuong, Anh Son, Do Luong, Thanh Chuong, Nam Dan, Hung Nguyen, Nghi Loc districts and Vinh City; Heads of provincial departments, branches and sectors, Directors of Irrigation LLCs and related units: Notify authorities at all levels, people, organizations operating on rivers and riverbanks; Aquaculture facilities on rivers, water transport vehicles; Ferry terminals; Production and business activities, sand and gravel exploitation to know information about the discharge of water from hydroelectric reservoirs to proactively take preventive measures to ensure safety of people and property.

Along with that, review flood prevention plans to ensure safety for downstream areas, especially the dike system and residential areas on riverbanks to be ready to respond.

Directing information and communication agencies to increase the time and frequency of reporting on the media, especially the radio system in wards and communes about the release of water from reservoirs. At the same time, coordinating with specialized agencies to guide flood prevention skills for people and related agencies and units to deploy response and minimize damage caused by the release of water from reservoirs.

Units: Provincial Radio and Television Station, Nghe An Newspaper and news agencies and newspapers increase broadcasting time to report on the operation of Ban Ve Hydropower Reservoir, on lowering the reservoir water level to the highest level before the flood, the management work of the Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense, provincial Departments, branches and sectors so that local authorities and people can proactively prevent.
