Van Don District (Quang Ninh) is working with businesses and cooperatives to remove obstacles in handing over sea areas and marine farming licenses, speeding up the completion of documents, and soon completing the handover of sea surface to start production.
With the goal of completing the assignment of sea areas under district authority in the first quarter, and related to provincial authority to be completed in the second quarter of 2025, Van Don district has implemented a series of solutions, including the establishment of a separate working group for the assignment of sea areas, which has helped people to understand the processes and procedures to complete the licensing dossier.

Excited to have completed the step of measuring and extracting information on his farming area, Mr. Ha Huyen Thiem, Dong Ha Aquaculture Cooperative said: "Previously, the members of the Cooperative were very confused because they did not know the steps to carry out the process of issuing water surface certificates. After being guided and supported by commune and district officials, the Cooperative has now completed the steps to measure and establish the Sea Area Map of the farming areas, which is more than 350 hectares of water surface area of the Cooperative. We hope to continue to receive the attention and support of all levels, sectors, and leaders of Van Don district to soon complete the procedures to go into production as soon as possible."

According to some farming households in the Van Don sea area, the government's support in the assignment of sea areas and sea farming licenses is very timely, however, there are still some problems according to the granted plans such as some farming areas are not suitable for farming reality. Some areas that cannot raise fish are planned for fish farming, or areas with low tides that are not suitable for oyster farming are planned for oyster farming. This will greatly affect the farming process.
"To solve this problem, in the future, when handing over the water surface, we will consult and propose to the district to locally adjust some plots, which in reality have seabed terrain that cannot be farmed. Farming plots with inappropriate shapes in the planning will be adjusted to complete the planning to soon hand over the sea surface for people to start farming and production", said Mr. Dinh Duc Minh, Head of the Department of Agriculture and Environment.

With a planned marine aquaculture area of 23,821 hectares, Van Don district is determined to complete the assignment of marine areas to local aquaculture facilities in the second quarter. By the end of June 30, enterprises, cooperatives, and individual households that do not complete the procedures for assigning marine areas will have their assigned areas revoked.
