Regarding the case of parents accusing the American R. International Kindergarten of letting students sleep on the cramped floor, serving food in plastic bags, and a series of other upsetting incidents, on the morning of March 5, sharing with reporters, Ms. Dinh Thi Bich Thuy, Head of the Preschool Education Department, Hanoi Department of Education and Training, said that she had received a report from the Thanh Xuan District Education and Training Department.

Accordingly, regarding the school's power outage, on February 20, the Thanh Xuan District Department of Education and Training received information on iHanoi about the American R. International Kindergarten having a power outage, unable to organize childcare and education activities, so students had to stay home from school.

After verification, the district's Department of Education and Training said that R. American International Kindergarten was established on October 17, 2018 by the People's Committee of Thanh Xuan district; located at building 21 T1 Hapulico complex No. 1 Nguyen Huy Tuong, Thanh Xuan Trung ward, Thanh Xuan district, Hanoi.

The school has 74 students/5 classes with 16 teachers, including 1 principal, 10 teachers, 5 staff. The school's tuition ranges from 6-8 million VND/month, meals are 80,000 VND/child/day.

Immediately after receiving the information, the Department of Education and Training coordinated with Thanh Xuan Trung Ward Police to conduct a site inspection and requested the school owner to make an explanatory report. At the time of the inspection, the school had no electricity in the building, no students, and no activities. The school owner explained that he had just paid 50 million VND to the rental unit, the remaining debt was postponed to February 28, but was not approved and was required to increase the rental fee by 15% per month starting from January 2025.

In addition, the school owes February salaries to staff, teachers and employees. The school owner pledges to try to find a solution as soon as possible.

The Thanh Xuan District Department of Education and Training has also requested the school owner to work with the premises leasing unit to reach an agreement; Organize meetings and provide full, accurate, and public information to parents, staff, teachers, and employees of the school about the school's solutions; Commit to a roadmap and timeframe for implementation to ensure the rights of students, staff, teachers, and employees; Promptly report the school's situation to management agencies.

The Department also introduces quality preschools in the area so that parents can send their children if needed, and coordinates with district departments and offices to strengthen inspection and supervision of the implementation of professional regulations of the industry and legal regulations for non-public preschools.

"There are students who pay hundreds of millions but have never attended a single class"

Talking to Dan Viet newspaper reporter, Ms. Dinh Thuy Duong, in Thanh Xuan district, Hanoi, paid 104 million VND/year to the school from September 2024 to go to school after Tet, but up to now, the number of days going to school can be counted on the fingers.

"My child had only been to school for a few days when the school started announcing consecutive school closures. The first two days were February 16-17 to "spray disinfectants to prevent influenza A and Rota virus". The school continued to keep students at home on February 18-19 due to "power outages", and scheduled to welcome the children back on February 20. On February 26, the school announced that students would return to school as usual from March 3, but in reality, the school was closed and the electricity was turned off. In total, parents received 8 school closure notices from the school.

My child went to school for 2 days, February 24-25, but the school said that they would temporarily study at a nearby facility, which is actually a playground. The facilities are cramped, and the children eat rice, eggs, and boiled vegetables, which makes the parents upset," said Ms. Duong.

According to Ms. Duong: "On the first day of enrollment, the school lied to me that it had an experienced foreign principal. Then they lied about spraying disinfectants. The school is facing difficulties but still continues to enroll students. The school always promises to refund tuition fees but now no one is willing to meet. We reported to the police but we still cannot contact them. There is currently no schedule to return to school."

Previously, a parent whose child studies at R. International Kindergarten, Thanh Xuan District, Hanoi, was indignant in denouncing this school.

Specifically, this mother said: "I could not control my anger and disappointment when I saw the image of my children at school. With a tuition fee of more than 100 million VND/year, I had absolute trust in the school for the quality of care and education. But what I witnessed was a big shock.

The children had to sleep on the floor in cramped conditions. Food was served in plastic bags and they had to eat standing up without proper tables and chairs. Looking at those images, no one could accept it, especially when the school is called "international" and the parents have spent a lot of money with the hope that their children can study and live in the best environment."

According to information on the website, American R. International Kindergarten has 4 campuses in Thanh Xuan, Hoang Mai, Long Bien and Nam Tu Liem districts.
