On the afternoon of March 25, 2025, Ho Chi Minh National Academy of Politics held a national conference on training and fostering cadres, civil servants and public employees for the 2021-2024 period and directions and tasks for the 2025-2030 period in person and online.

This is the first conference after the merger of the National Academy of Public Administration under the Ministry of Home Affairs into the Ho Chi Minh National Academy of Politics according to Decision No. 214 dated December 28, 2024 of the Politburo.
At the conference, the Ho Chi Minh National Academy of Politics summarized and evaluated the training and fostering of knowledge and skills in administration and state management for cadres, civil servants and public employees in the period of 2021-2024. Accordingly, nearly 90% of cadres, civil servants and public employees at the central, provincial and district levels nationwide were trained to meet the prescribed standards; at least 70% of cadres and civil servants at the commune level were updated with knowledge, skills, methods and public service ethics.
In Ca Mau province alone, in recent times, the Standing Committee of the Provincial Party Committee has always paid attention to, regularly led and directed the Provincial Political School and relevant agencies to carry out training and fostering of cadres, civil servants and public employees and achieved many positive results. From 2021-2024, Ca Mau province has opened 121 training and fostering classes, with 12,827 students, contributing to improving the leadership, management and public service performance capacity of cadres, civil servants and public employees. On March 5, 2025, the Standing Committee of the Provincial Party Committee issued Plan No. 228-KH/TU on training and fostering cadres, civil servants and public employees in 2025. In particular, focusing on implementing training and fostering programs issued by the Ho Chi Minh National Academy of Politics and the Ministry of Home Affairs.
With the results achieved in the past time, along with the determination to improve the capacity of the staff, civil servants and public employees, in the coming time, the Standing Committee of the Ca Mau Provincial Party Committee will continue to lead and direct training and fostering activities to equip basic knowledge of theory, practice and working skills; train ethics, style, sense of responsibility in performing public duties, meeting the standards of job positions, planned titles and requirements of the province's development tasks in the new situation.
Speaking at the conference, Prof. Dr. Nguyen Xuan Thang, Politburo member, Director of the Ho Chi Minh National Academy of Politics, proposed to soon complete the institution, promulgate and amend a number of regulations on training and fostering cadres, civil servants and public employees, especially cadres and civil servants at the grassroots level, ensuring that they are suitable to the actual situation and meet the requirements of performing tasks. Update and innovate the content of training and fostering programs to closely follow the inevitable development trend in the new situation in the spirit of "running and lining up at the same time", but must ensure unified management of each program content. Promote decentralization and delegation of authority, along with raising the sense of responsibility in planning and implementing training and fostering at each level. Training results must be evaluated substantially, taking improving the quality of human resources as the key task, ending the commercialization of training and fostering. For learners, promote the spirit of research and practical learning, taking learning quality as the criterion for evaluating cadres, civil servants and public employees.
