On the afternoon of August 2, the Provincial People's Committee held a regular meeting for August 2024. Comrade Trinh Xuan Truong, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the meeting.
Comrades Nguyen Trong Hai, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee; Giang Thi Dung, Vice Chairman of the Provincial People's Committee co-chaired the meeting.
Also attending the meeting were comrade Ly Binh Minh, Vice Chairman of the Provincial People's Council; leaders of departments, branches, unions, agencies, units; leaders of districts, towns and cities.
According to the report of the Provincial People's Committee, in July 2024, the socio-economic situation in the area was maintained and developed stably. In particular, agricultural production was maintained, there were no major diseases on crops and livestock; national target programs continued to be implemented; industrial production increased slightly compared to June (reaching 49.27% of the plan); the production, trade and service business situation was quite vibrant (total retail sales of goods and social service revenue was estimated at 3,801.2 billion VND, up 1.5% over the previous month); the number of tourists to Lao Cai increased sharply (reaching more than 701 thousand arrivals, up 11.22% over the same period in 2023)...
The disbursement of public investment capital continues to receive attention and promotion. Lao Cai province is always among the provinces with high disbursement rates in the country (the value of disbursement of basic construction capital by the end of July 2024 reached 2,324/6,007 billion VND, equal to 38.6% of the plan; the disbursement rate according to the Prime Minister's decision to date has reached 2,704/5,212 billion VND, equal to 52% of the plan)...
The fields of culture and information have been effectively implemented; social security work has received attention; education has achieved many outstanding achievements, successfully organizing the high school graduation exam for the 2023-2024 school year; health care has ensured medical examination and treatment for people, continuing to control the epidemic situation well in the province.
National defense, political security are stable, social order and safety are maintained. Foreign relations are constantly expanded.
Regarding the preparation of conditions for the new school year: it is expected that in the 2024 - 2025 school year, the whole province will have 598 schools, 8,354 classes with 235,795 students (a decrease of 12 schools, an increase of 93 classes, 3,370 students compared to the previous school year). The education sector has advised the Provincial People's Committee to focus on directing the acceleration of investment in the construction of classrooms and subject classrooms in the 2022 - 2025 period; invest in purchasing minimum teaching equipment to implement the 2018 General Education Program and implement universal preschool education for 4-year-olds according to plan, and prepare other necessary conditions to serve the 2024 - 2025 school year.
In addition to the outstanding results achieved, the socio-economic situation of Lao Cai province still has some difficulties and obstacles, such as: industrial activities still have some difficulties and obstacles that have not been resolved (due to land, site clearance, etc.); the unstable market causes fertilizer and chemical factories in the province to maintain production at an average level of 50 - 70%. The value of import - export, exchange, and purchase and sale of goods through border gates in the province in the month decreased by 13.22% compared to June 2024. Severe weather, hail, thunderstorms, landslides, affecting production and people's lives...
At the meeting, delegates focused on discussing difficulties and obstacles, proposing solutions to remove them in the implementation of capital disbursement for national target programs; promoting import-export activities, industrial production; budget collection; difficulties and obstacles in implementing key projects and realizing socio-economic development goals in localities in the province.
Concluding the meeting, Mr. Trinh Xuan Truong, Chairman of the Provincial People's Committee, said: First of all, departments, branches and localities must proactively propose solutions to remove difficulties and obstacles for the common good. Along with that, it is necessary to strengthen coordination, exchange information, shorten the time to process public affairs; proactively resolve issues under their authority.
The Chairman of the Provincial People's Committee requested the leaders of departments, branches and localities to focus on removing difficulties and obstacles in implementing the province's key planning and projects; speed up the implementation of the contents of developing plans for industrial cluster development; remove difficulties for industrial production enterprises; strive to increase budget revenue; improve the disbursement rate of capital sources; promote import - export, trade - services in the province. Assign the Provincial People's Committee Office to coordinate with departments and branches to prepare well the contents to ask for opinions from the Provincial People's Council in the next session.
Regarding the cultural and social fields: The education sector and localities are required to urgently speed up the construction progress of works; invest in purchasing teaching equipment, prepare well the material conditions... to serve the 2024 - 2025 school year. Relevant sectors and localities prepare well the necessary conditions to organize the Red River Festival according to plan...
