Strengthening the management and use of rural clean water infrastructure assets

Through reviewing and evaluating the current situation, the management and use of rural clean water infrastructure assets in localities still have certain shortcomings and limitations. In Document No. 3875/UBND-NLN dated July 18, 2024, the Chairman of Lao Cai Provincial People's Committee directed agencies, units and localities to strengthen the management and use of rural clean water infrastructure assets to ensure compliance with regulations and promote the effectiveness of state investment capital.

People's Committees of districts, towns and cities

Direct the People's Committees at the commune level to urgently implement solutions to the shortcomings and limitations that have been pointed out; be responsible to the Chairman of the Provincial People's Committee for the implementation results in the area.

Directing district-level specialized agencies to develop plans for inspection and examination of the management, use and exploitation of public assets, which are concentrated rural water supply works of the People's Committees at the commune level, and include them in the annual inspection and examination plan (archiving of project records; records of monitoring and accounting of assets; records of management, operation and exploitation of projects). Based on the results of the inspection and examination, the People's Committees at the district level shall consider and handle responsibilities for collectives and individuals who have committed violations and shortcomings in the management, use and exploitation of public assets, which are concentrated rural water supply works.

Continue to implement the contents of Directive No. 04/CT-UBND dated March 8, 2024 of the Provincial People's Committee on strengthening the management, use and exploitation of rural clean water infrastructure assets in the province.

Proactively balance resources from appropriate local budget sources to invest in construction, repair and upgrading of rural clean water supply works in the area. New investment water supply project categories (from all capital sources) require that the water supplied for domestic purposes of the project must meet clean water standards according to QCVN 01-1:2018/BYT.

Department of Agriculture and Rural Development

Preside over and coordinate with relevant departments and branches to advise competent authorities on deciding on decentralization of management and use of rural clean water infrastructure assets.

Coordinate with the People's Committees of districts, towns and cities to review the proposed list and develop a general plan for the province to invest in repairing and upgrading water treatment systems for projects that are eligible for upgrading, ensuring water quality meets standards for clean water for daily life in order to achieve the rate of rural households using clean water according to the objectives of the Projects and Plans of the province by the end of 2025 and 2030 as well as meeting the targets and criteria for clean water in the National Criteria for New Rural Construction.

Strengthen propaganda work, open training courses, guide localities and related organizations and individuals to implement central regulations on management, use and exploitation of clean water infrastructure assets.

The Department of Construction , in appraising technical infrastructure investment projects, requires that the water supplied for domestic purposes of the project must meet clean water standards according to QCVN 01-1:2018/BYT.

The Department of Finance coordinates with the Department of Agriculture and Rural Development to guide localities in implementing regulations on management, use and exploitation of rural water supply infrastructure assets. Takes the lead and coordinates with relevant departments and branches to balance capital sources, advises the Provincial People's Committee to arrange funds for new investment or upgrading and repairing concentrated rural clean water supply works according to the general investment plan in the whole province.

The Department of Planning and Investment shall preside over and coordinate with relevant departments and branches to balance capital sources, advise the Provincial People's Committee on new investment plans or upgrade and repair of concentrated rural clean water supply works according to the general investment plan in the whole province.

According to the report of the Department of Agriculture and Rural Development, by the end of 2023, about 1,041 projects had been invested in the province (of which 216 projects had been liquidated or cancelled); currently, 825 projects are being monitored and counted with about 36,000 households using water from the projects.
