Chairman of Ha Tinh Provincial People's Committee Vo Trong Hai has just signed and issued a directive on strengthening leadership and direction in implementing tasks before, during and after the 2024 Lunar New Year.
Accordingly, the Chairman of the People's Committee requested directors of departments, heads of sectors, units, and chairmen of People's Committees of districts, cities, and towns to focus on implementing key tasks and solutions.
Departments, branches, units and localities have the responsibility to coordinate to ensure supply and demand balance and market stabilization.
Specifically, thoroughly grasp and seriously and fully implement Directive No. 26-CT/TW dated November 23, 2023 of the Central Party Secretariat; Directive No. 30/CT-TTg dated December 15, 2023 of the Prime Minister; Directive No. 39-CT/TU dated December 6, 2023 of the Provincial Party Standing Committee and this directive; promote the responsibility of leaders, be ready to respond to all situations; promptly rectify and overcome shortcomings and limitations; urgently develop specific and practical action programs and plans, closely following the Resolution of the 19th Provincial Party Congress; Action Program to implement the Resolution of the Congress; resolutions of the Provincial Party Committee, the Provincial People's Council and the directions of the Provincial People's Committee to focus and resolutely direct implementation; strive to achieve the highest level of socio-economic goals and targets in 2024.
Prepare and organize joyful, healthy, safe, economical, and anti-wasteful Tet celebrations. Do not visit or wish New Year's greetings to superiors and leaders at all levels; strictly prohibit giving or presenting Tet gifts to leaders at all levels in any form; do not use state budget, means, and public assets against regulations for festival and entertainment activities...; do not participate in superstitious activities; leaders at all levels only attend pagodas and festivals when assigned; spend time and money to take care of policy families, meritorious people, families of war invalids and martyrs, social protection beneficiaries, poor households, households affected by natural disasters, orphans, homeless elderly people, families affected by epidemics, natural disasters, storms, and floods.
Strictly implement the management and organization of festivals according to regulations, ensuring that activities such as Spring Festival, traditional day celebrations, New Year meetings, tree planting festivals... are practical, safe, economical, and suitable to the cultural lifestyle, traditions, customs, and practices of the nation and locality.
Organize well the visits and New Year greetings to veteran revolutionary cadres, Vietnamese Heroic Mothers, war invalids, sick soldiers, families of martyrs, families with meritorious services to the country, intellectuals, artists, prestigious people among ethnic minorities, typical religious dignitaries, armed forces units, regular forces on duty during the New Year, especially in border areas, islands, difficult areas, areas with potential complications in terms of political security, order, and social safety.
Proactively and actively implement social security policies, promote the tradition of great solidarity and the spirit of "mutual love and support", increase the mobilization of resources to take good care of the material and spiritual life of the people; speed up the progress of housing construction support programs for households; pay attention to salary and bonus regimes, policies for workers... to ensure that everyone and every family has the conditions to enjoy Spring and celebrate Tet.
Strictly implement regulations on exemplary responsibilities of cadres and party members, things that party members are not allowed to do; regulations on tightening discipline, administrative discipline, improving public ethics among cadres, civil servants, public employees and officers and soldiers of the armed forces.
Strengthen propaganda, dissemination, and raise people's awareness of self-compliance and compliance with the law. Heads of units and localities are responsible for any violations of the law in their areas and fields of responsibility.
Strengthening the dissemination, direction, detection, prevention and strict handling of acts of harassment and inconvenience to businesses and people in handling work, strengthening measures to prevent negativity and corruption in public service activities. Creating conditions for businesses, organizations and individuals to stabilize and maintain production and business activities, improve product quality, create a vibrant emulation movement right from the beginning of the year, contributing to the successful implementation of socio-economic development goals and targets in 2024.
Assign and arrange leaders and staff to strictly implement the reporting regime and be on duty 24/24 hours at offices and necessary areas during holidays to protect assets, handle urgent and regular work during the Lunar New Year; especially agencies, units and organizations directly responsible for handling work related to people, businesses, investors...; ensure smooth operations.
Immediately after the Tet holiday, units and localities urgently focused on work, not allowing delays to affect the lives and production and business activities of people and enterprises, striving to complete tasks right from the first months of the year.
The Directive also assigns specific tasks to departments, branches, units and localities in ensuring supply-demand balance and market stabilization; focusing on directing the implementation of spring crop production in 2024 to ensure area, variety structure and crop calendar; ensuring supply of food and foodstuffs to stabilize prices, especially rice, pork and essential agricultural, forestry and fishery products; strengthening social security; strengthening disease prevention and control measures; organizing well cultural, sports, tourism and festival programs and activities; preventing ticket and fare increases; educating union members, youth, students and pupils to do a good job of ensuring traffic order and safety, strictly implementing regulations on the management and use of fireworks; Direct credit institutions to ensure safe, effective and smooth operation of the ATM/POS system and timely salary payment measures to meet increasing payment needs; prepare plans to prevent and promptly and effectively handle arising situations, avoid being passive or surprised...
