During the presentation of national archives on the Dien Bien Phu campaign and the Geneva Conference on the morning of April 5 in Hanoi, Ms. Tran Viet Hoa, Director of the National Archives Center 3, read a passage from the Dien Bien memoirs of Dr. Ton That Tung: "This morning, I was preparing to visit the seriously wounded soldiers. It rained last night. Thinking of the wounded soldiers on the front lines in the trenches, I cried and felt as if I saw my own child in pain. I have never understood the love of my fellow soldiers as I do today. The weather was cold, the sky cleared, and the sun was shining. Luckily for the soldiers who were fighting, our brave soldiers advanced so quickly. During this campaign, there were fewer worries about daytime operations than night operations. Night operations were limited by the presence of airplanes...".

NATIONAL ARCHIVES CENTER 3 DOCUMENTS
Ms. Hoa said that the documents about Dien Bien Phu as mentioned in the above memoir show from the beginning of the campaign, the preparation from both sides to the entire campaign. They include the Government's directive documents from resolutions, directives, President Ho Chi Minh's Appeal... In addition, there are many other documents and handwritten notes. According to Ms. Hoa: "If you want to see it in the style of this day, that year, there are reports from the National Assembly with detailed records. The stories also have many sources such as the National Assembly, ministries, departments, foreign archives such as France, Russia".
Therefore, those interested in the Dien Bien Phu campaign can access a variety of photo and paper documents. At the high level, one can see images of President Ho Chi Minh and leaders Truong Chinh, Pham Van Dong, and Vo Nguyen Giap meeting to discuss the decision to launch the Dien Bien Phu campaign in December 1953. On the French side, there are also photos of General Navarre and General De Castries meeting to discuss the plan to build a defensive position for the Dien Bien Phu stronghold in 1953, and photos of French troops parachuting into Dien Bien Phu on November 20, 1953. Both of these photo documents were provided by the French Ministry of Defense Archives.
The documents are also diverse. Among them are the memoir Dien Bien Phu, a Vietnamese noun by Thep Moi, 2 volumes of Memoires by General Vo Nguyen Giap printed in French, the book A few memories of Dien Bien Phu by authors Vo Nguyen Giap, Pham Ngoc Mau, Vu Lang, Nam Long, Vuong Thua Vu, Ton That Tung... There are reports on the liberation of Dien Bien Phu by the Lai Chau Police Department, reports by the Vinh Phuc Provincial Administrative Committee on the awarding of civil soldiers at the Dien Bien Phu front...
In the long term, Ms. Hoa said that in the coming time, when necessary, the center will also declassify new Dien Bien Phu documents, which will be carried out in accordance with the law.
National treasure
Ms. Tran Viet Hoa assessed that with the great value of the archival documents about Dien Bien Phu, "it is certainly possible to propose to make them national treasures, for example, the instructions of President Ho Chi Minh, or the minutes related to the content of the meeting as well as the developments of the campaign, for example."
According to Ms. Hoa, the Dien Bien Phu victory was a process of preparation and direction by the Party, with the implementation of many agencies. "In the archives, there are also records of the National Assembly, the Government, President Ho Chi Minh, and leaders of the Party and State. Those documents, those directive writings, although today we see only a page of paper, they preserve the whole history of the nation. All of those are worthy of being national treasures," Ms. Hoa said.
Ms. Hoa also informed about the construction of a national treasure dossier for Dien Bien Phu documents. "The National Archives Center has the criteria that archival documents are permanent documents and only documents with very special national value are archived. Thus, each document when put into the national archives already has very special value and can completely make a dossier to nominate as a national treasure," she said.
According to Ms. Hoa, when building the national treasure dossier, the center will consider the criteria for building the dossiers. "We will present relatively complete and intact dossiers. But we also hope to have more attention and participation from historians or the public," she said.
