Vietnam Social Security has issued Decision 976/QD-BHXH promulgating the Process of receiving and handling electronic administrative procedure files: Birth registration, permanent residence registration, and issuance of health insurance cards (BHYT) for children under 6 years old on the National Public Service Portal.
This Decision comes into force from July 1, 2023.
Accordingly, the process of receiving and handling electronic administrative procedure files: Birth registration, permanent residence registration, and health insurance card issuance for children under 6 years old on the National Public Service Portal is as follows:
Step 1, people (Father/mother/guardian/relative of children under 6 years old) fully and accurately declare the Electronic Declaration for birth registration, permanent residence registration and health insurance card issuance for children under 6 years old (Form No. 01 issued with Official Dispatch No. 2084/VPCP-KSTT dated March 30, 2023).
Step 2, after the File Receiving and Management Software receives the electronic file from the Public Service Interconnection Software, the Social Insurance agency performs:
For complete and valid records: Officers at the Records Reception Department transfer the records to the Collection - Book and Card Management Department for processing and settlement. The software system automatically performs: Issues social insurance codes and updates household data for each household.
In case the application is incomplete or invalid: Reject the application and state the reason for rejection on the software within no more than one working day from the date of receipt of the electronic application on the System.
In case the dossier is invalid due to the fault of the competent authority that previously handled the procedure, notify and state the reason through the Public Service Software for correction according to regulations.
Step 3, the Social Insurance Agency's Tax Collection and Card staff performs:
Daily, receive documents from the Document Reception Department, check automatically generated data on the Software. Issue electronic health insurance cards or print paper health insurance cards in the registered form to transfer to the Document Reception staff.
Step 4, the staff at the Application Reception Department receives the data, health insurance card and completes the application for health insurance card on the Application Reception and Management Software.
Processing time is no more than 2 working days from the date of receiving the electronic copy of the birth certificate and electronic information and data from the Public Service Software.
Previously, the above-mentioned public service was piloted in Hanoi and Ha Nam province, bringing benefits to many people and many parties. For the people, each person only needs to perform it once to be able to solve the 3 accompanying procedures.
