Hai Duong is implementing Decree No. 63/2024/ND-CP of the Government regulating the electronic interconnection of 2 groups of administrative procedures: Birth registration, permanent residence registration, health insurance card issuance for children under 6 years old; death registration, permanent residence cancellation, burial and death benefits settlement from October 8, 2024. After 1 month of implementation, many benefits have been brought about but there are still problems.
“3 in 1”
In mid-October, Ms. Nguyen Thi Hanh in Gia Khanh commune (Gia Loc) needed to register the birth of her second child.
Previously, to complete the above procedure, people had to submit their application to the judicial officer - civil status officer at the commune "one-stop" department. Then wait for the birth certificate result and bring the birth certificate to the commune police to register permanent residence for the child. Then wait for the result and return to the commune "one-stop" to meet the officer in charge of labor - war invalids - social affairs to get a health insurance card.
Now, Ms. Hanh only needs to perform one operation on the Provincial Public Service Portal via her VNeID electronic identification account and all three of her administrative procedures will be resolved.
The results of all three procedures above are also sent to the personal data warehouse on Ms. Hanh's VNeID account for exploitation and use to resolve the next procedures.
Mr. Pham Van Nghiep in Dai Son commune (Tu Ky) needs to complete procedures for death registration, permanent residence cancellation and funeral expenses for relatives.
After being guided by the Justice - Civil Status officer of Dai Son commune, Mr. Nghiep submitted his application online on the Provincial Public Service Portal using his VneID electronic identification account.
"With just one operation on my smartphone, the two procedures I needed to complete, which were registering a death certificate and deleting my permanent residence registration, were quickly completed on the same day," said Mr. Nghiep.
From October 8 to 31, the entire Nghia An commune (Ninh Giang) received 9 administrative procedure files in 2 interconnected groups. 100% of these files were processed electronically online. Ms. Ha Thi Bich Ngoc, a civil servant of the commune's Justice - Civil Status Department, said that the electronic interconnection of the above 2 groups of procedures has overcome and prevented the situation of incorrect information, falsified files and papers, and improved the quality of service to the people.
According to Ms. Nguyen Thi Hai Yen, Head of the Justice Department of Tu Ky district, from October 8 to November 1, the entire Tu Ky district received and processed nearly 200 records belonging to 2 groups of administrative procedures according to Decree No. 63/2024/ND-CP. The results of the processing are automatically shared by the system and sent to the competent authority according to regulations. The results of each procedure in the interconnected group are also sent and saved to the personal data warehouse on the VNeID account, making it easy to reuse data.
Still difficult
The representative of the Department of Justice said that up to now, the above two groups of services have been handled online on the Provincial Public Service Portal quite stably. 100% of communes, wards and towns in the province have implemented electronic connection of the two groups of procedures.
The province has received and processed nearly 2,000 applications. Of these, the death registration and permanent residence registration group has over 300 applications and the birth registration, permanent residence registration, and health insurance card issuance group has over 1,500 applications.
However, reality shows that the implementation process still encounters many difficulties and problems.
The software system is not stable. The processing speed and synchronization of the systems for household registration management, identification code issuance, residence registration, funeral support... still have errors, affecting the progress of administrative procedure settlement.
The province's interconnection axis is not yet complete, the system is not operating stably, leading to data sharing being affected, and some records being lost.
Mr. Nguyen Van Huan, a civil servant of the Justice and Civil Status Department of Dai Son Commune (Tu Ky) said that the biggest difficulty is that the software system is still being completed, so many information fields are still missing. If the person receiving and processing the file does not check carefully, it will be missed, and when the file is transferred, it will not be processed but will be stuck in the system, leading to overdue processing.
According to Mr. Huan, the time to receive and process birth registration procedures is no more than 1 day, but in reality, waiting for the Ministry of Public Security to issue an identification code can take 1-2 days.
In particular, for this group of procedures, local authorities have only received and processed two procedures: death registration and permanent residence cancellation. The procedures for burial expenses and death benefit settlement have not yet been implemented due to the fact that the information of many beneficiaries and the deceased often do not match; the information fields on the software are not yet complete.
“In the coming time, the Department of Justice will continue to closely coordinate with the Department of Information and Communications and relevant units to continue to complete the province's interconnection axis to ensure connection and sharing of data for handling administrative procedures on the Provincial Public Service Portal. The Provincial People's Committee's staff recommends that central ministries and branches complete specialized software systems such as interconnected public services, shared civil status software... to ensure the processing of interconnected records in a synchronous, fast and accurate manner,” said a representative of the Department of Justice.
