The report of the Ministry of Agriculture and Rural Development sent to Deputy Prime Minister Tran Luu Quang on the completion of the progress report on the implementation of the Project of 1 million hectares of high-quality and low-emission rice shows that the first model implemented in Can Tho City has yielded outstanding results.
Specifically, total input costs are reduced by about 10 - 15% compared to the control model (the amount of seeds used is 60 kg/ha (reduced by 2.0 - 2.5 times); fertilizer is reduced by 30%; pesticides are reduced by 2 - 3 sprays; irrigation water is reduced by about 30 - 40%.
Despite reducing fertilizers, pesticides, and irrigation water, rice yield in the model increased by 10.5% (the control model reached 5.89 tons/ha; the pilot model reached 6.13 - 6.51 tons/ha). As a result, the profit of the pilot model was 1.3 - 6.2 million VND/ha higher, equivalent to 6.6 - 31.5% (the control model profit reached 19.7 million VND/ha; the pilot model profit reached 21.0 - 25.8 million VND/ha). Notably, the pilot model reduced CO2 emissions by 2 - 12 tons/ha compared to the control model.
In particular, according to the Ministry of Agriculture and Rural Development, many businesses have committed to purchasing all rice products produced in pilot models.
In addition to the pilot model in Can Tho City, in order to have a basis for widely applying low-emission rice cultivation techniques to the entire area of the Project, the Ministry of Agriculture and Rural Development has organized the implementation of 06 pilot models in Dong Thap, Kien Giang, Tra Vinh, and Soc Trang provinces. The pilot models will be implemented in 3 crops, and will be summarized in the winter-spring crop of 2025 for the Ministry to recognize the emission coefficient from rice production.

In addition to the area selected by the Ministry of Agriculture and Rural Development to build a pilot model, the People's Committees of 12 Mekong Delta provinces have also directed the agricultural sector to develop a plan to expand the area after the pilot models achieve specific results.
According to the Plan, in 2 phases (2024 - 2025 and 2026 - 2030), over 1 million people will be trained and have their capacity improved, including: agricultural extension officers and community extension officers; management and technical officers of 620 agricultural cooperatives and cooperative groups registered to participate in the project; farmers will be trained in sustainable rice cultivation processes, emission reduction associated with green growth...
To date, the Ministry has organized 02 training courses for teachers (ToT) on skills and knowledge of innovation and completed training for 2,000 managers and technicians of 400 agricultural cooperatives participating in the VnSAT Project. Organized 02 training courses on sustainable rice production and business associated with gender equality, social justice and green growth in pilot models in Kien Giang (50 trainees) and Dong Thap (80 trainees).
The Ministry of Agriculture and Rural Development has reviewed the current status of infrastructure in rice production areas participating in the Project; synthesized the proposed needs of the provinces and sought resources to implement the task of investing in upgrading infrastructure in specialized areas; and completed the project proposal for World Bank loans.
In order to mobilize domestic and international resources to implement the Project, the Ministry of Agriculture and Rural Development has actively worked with the World Bank to mobilize resources to implement the Project. Up to now, the WB has basically agreed to support the implementation of the Project with 03 basic resources.
"In addition to the World Bank (WB), the Asian Development Bank (ADB) has also expressed interest and is preparing to provide advice and conduct a survey," the Ministry of Agriculture and Rural Development informed.
Farmers in My Phu Dong commune, Thoai Son district, An Giang province are ready to participate in the 1 million hectare high-quality rice project.
To have investment capital for infrastructure and technology to serve the project, the Ministry of Agriculture and Rural Development has developed ideas and gradually prepared the project "Supporting infrastructure and technology for high-quality and low-emission rice in the Mekong Delta" with a loan from the World Bank.
For the pilot program of paying carbon credits based on results for one million hectares of high-quality and low-emission rice associated with green growth in the Mekong Delta, the Ministry of Agriculture and Rural Development has coordinated with ministries, branches, provinces and experts from the World Bank (WB), the International Rice Research Institute (IRRI) to build a system of measuring, reporting and verifying emissions (MRV) in accordance with international standards; and develop a draft mechanism for sharing benefits from emission reduction in rice cultivation.
It is expected that after the emission reduction results from pilot models in 5 provinces (after the winter-spring crop of 2024-2025), the MRV system will be applied to the entire area of the Project as a basis for determining the emission coefficient and emission reduction results.
On that basis, the Ministry of Agriculture and Rural Development will submit to the Government a pilot mechanism for carbon credit payments based on emission reduction results for high-quality and low-emission rice growing areas, and then a pilot mechanism for carbon credit exchange in the market for the rice industry.
To implement the Project to achieve the set goals, from now until mid-2025, the Ministry of Agriculture and Rural Development will coordinate with the Ministry of Planning and Investment, the Ministry of Finance and relevant agencies to prepare necessary procedures to report to the Government to submit to the National Assembly to issue a Resolution on piloting a number of specific policies on the use of ODA capital and preferential loans from foreign donors to implement the project "Supporting infrastructure and techniques for high-quality and low-emission rice in the Mekong Delta" with WB loans at the National Assembly's October 2024 session. Requesting specific policies will shorten the time for project approval and implementation and harmonize the regulations of the WB and the Government of Vietnam.
Advise on piloting policies and mechanisms for results-based carbon credit payments for high-quality, low-emission rice growing areas; policies and pilot mechanisms for carbon credit exchange for the rice industry.
On that basis, the Ministry of Agriculture and Rural Development recommends that the Government agree in principle for the Ministry of Agriculture and Rural Development to coordinate with the Ministry of Planning and Investment, the Ministry of Finance and relevant agencies to prepare necessary procedures to report to the Government to submit to the National Assembly to issue a Resolution on piloting a number of specific policies on the use of ODA capital and preferential loans from foreign donors to implement the Project "Sustainable development of 1 million hectares of high-quality, low-emission rice associated with green growth in the Mekong Delta by 2030" in the direction that: The Ministry of Agriculture and Rural Development is the Project's governing body, using capital from the central budget to spend on activities under the expenditure tasks of the local budget within the scope of the project; The Ministry will decentralize the management of the project to localities. It is expected that the Resolution will be submitted to the National Assembly for promulgation at the 8th Session (October 2024).
On that basis, the Prime Minister directed the Ministry of Agriculture and Rural Development to coordinate with relevant ministries to quickly complete project documents and preparations to sign a loan agreement with the sponsor, and implement the project from mid-2025.
Agree in principle for the Ministry of Agriculture and Rural Development to coordinate with ministries and branches to continue working with donors to mobilize loans and non-refundable aid capital in the period of 2024 - 2025 and prepare medium-term budget capital for the period of 2026 - 2030 to ensure sufficient capital to implement the Project as set out in the goals and plans.
