No carbon credits sold when piloting the 1 million hectare high-quality, low-emission rice project

On the morning of September 4, in Soc Trang province, a conference was held to review the pilot model of the Project of 1 million hectares of high-quality, low-emission rice associated with green growth in the Mekong Delta (Project of 1 million hectares of high-quality, low-emission rice).

Here, in his speech, Mr. Tran Thanh Nam - Deputy Minister of Agriculture and Rural Development repeatedly emphasized that in the current pilot phase, the Project of 1 million hectares of high-quality, low-emission rice is not for selling carbon credits.

According to Mr. Nam, the 1 million hectare high-quality, low-emission rice project focuses on reducing production costs and increasing profits for people "is a success", not "selling carbon credits".

The reason Mr. Nam talks a lot about the above issue is because in the past, many people misunderstood and discussed, then "steered the project to another goal".

"The main task of the project is to build a production method, farmers can link with businesses, have inputs and outputs, have ways to reduce costs best, increase profits highest, not have to sell carbon credits" - Mr. Nam added.

According to Mr. Nam, although carbon credits are not sold, in the pilot phase, carbon credit payments will be made to rice farmers. According to the plan, the payments will be implemented in mid or late 2025.

Mr. Nam said: "We have discussed with the World Bank financial institution that we will try to pay for the pilot carbon credit in the summer-autumn crop of 2025 or later in the winter-spring crop of 2025-2026 from a source of 20 million dollars, to have an additional amount for farmers participating in the project."

According to the Department of Crop Production, the 1 million hectares of high-quality, low-emission rice project has piloted 7 models in the Mekong Delta. In the 2024 summer-autumn crop, the project will deploy 4 models in Can Tho City, Tra Vinh and Soc Trang provinces with a total area of 196 hectares.

Calculations show that in Can Tho City, the 2024 summer-autumn crop will result in the greatest reduction in emissions (due to collection from the fields and application of alternating flooding and drying).

Specifically, it reduced up to 12 tons of CO2e/ha compared to farmers outside the model who continuously flooded the fields and buried straw in the fields; reduced 5 tons of CO2e/ha compared to farmers outside the model who applied AWD in the cooperative but buried straw in the fields; reduced 2 tons of CO2e/ha compared to farmers outside the model who continuously flooded the fields but sold straw (collected straw from the fields).

In Soc Trang, the pilot model applying the technical process of reducing emissions in rice production had emissions of 9,505 kg CO2e/ha/crop, while the model without the process emitted 13,501 kg CO2e/ha/crop. Thus, the difference in emissions between the model and the model outside is 3,996 kg CO2e/ha/crop.

In Tra Vinh, the average emission volume of the two pilot models applying the technical process of rice production to reduce emissions was 7,610 kg CO2e/ha/crop, while the model without the process emitted 13,065 kg CO2e/ha/crop. Thus, the difference in emissions between the model and the model outside was 5,454 kg CO2e/ha/crop.

In particular, the model at Phuoc Hao Cooperative applied less nitrogen fertilizer, sowed less seeds, and sprayed less pesticides than Phat Tai Cooperative, so the CO2e emission was 5.36 CO2e/ha, 4.5 CO2e/ha lower than Phat Tai Cooperative's 9.861 CO2e/ha.

The pilot model profit of the project of 1 million hectares of high-quality, low-emission rice is 12-20% higher than outside the model.

The Department of Crop Production said that the pilot model of the 1 million ha high-quality, low-emission rice project in Can Tho City has been harvested, with a yield of 64 quintals/ha, higher than the yield outside the model of 7 quintals/ha.

In Tra Vinh province, two models were piloted. The first model at Phat Tai Cooperative has been harvested, with a yield of 6.1 tons/ha, higher than the yield outside the model of 2 tons/ha.

As of today (September 4), the second model in Tra Vinh province (Phuoc Hao cooperative) and the model in Soc Trang province are harvesting.

The estimated results of the 4 pilot models in the 2024 summer-autumn crop reached 64.52 tons/ha, about 4.63 tons/ha higher than the yield outside the model, the rice output with reduced emissions was 1,262 tons.

For the 2024 autumn-winter crop, 3 models (Dong Thap, Kien Giang, Can Tho) have been sown with a total area of 140 hectares, with an estimated average yield of 63.34 quintals/ha and an output of 157 tons, expected to be harvested from mid-September to the end of October 2024.

In the autumn-winter crop, Tra Vinh province will continue to plant 2 models after completing the 2024 summer-autumn crop harvest and Kien Giang will plant 1 winter-spring crop model on 10.79 hectares of shrimp-rice land (from September 15-25, 2024).

Regarding profit, in Can Tho city, the total cost of rice production area applied in the model is 5% higher than the cost outside the model, but the profit in the model is 20% higher than outside the model.

In the remaining localities, the total cost of rice production applied in the model is 14%-20% lower than the cost outside the model, but the profit in the model is 12-20% higher than outside the model.
