The general objective of the Project is to form 1 million hectares of high-quality and low-emission rice growing areas associated with reorganizing the production system according to the value chain, applying sustainable farming processes to increase value, sustainable development of the rice industry, improve production and business efficiency, income and life of rice growers, protect the environment, adapt to climate change and reduce greenhouse gas emissions, contributing to the implementation of Vietnam's international commitments.
The specific goal of the Project is that by 2030, the cultivation area of high-quality and low-emission rice will reach 1 million hectares.
Regarding sustainable farming, reduce the amount of rice seeds sown to less than 70 kg/ha, reduce 30% of chemical fertilizers and chemical pesticides, and reduce 20% of irrigation water compared to traditional farming. 100% of the area applies at least one sustainable farming process.
Regarding production organization, 100% of the production area of high-quality and low-emission rice cultivation has links between enterprises and cooperatives, cooperatives or farmers' organizations in production and product consumption; the rate of synchronous mechanization reaches over 70% of the area; over 1 million households apply sustainable farming processes.
Regarding environmental protection and green growth, the post-harvest loss rate is below 8%; 100% of straw is collected from the fields and processed for reuse; greenhouse gas emissions are reduced by over 10% compared to traditional rice cultivation.
Regarding rice growers' income, added value and added value in the rice chain increased by 40%, in which the rice growers' profit margin reached over 50%.
Regarding branding and export, the amount of exported rice with high-quality, low-emission brands accounts for over 20% of the total rice export volume of the entire specialized growing region.
The project is being implemented in 12 provinces of the Mekong Delta, including: An Giang, Kien Giang, Dong Thap, Long An, Soc Trang, Can Tho, Bac Lieu, Tra Vinh, Hau Giang, Ca Mau, Tien Giang and Vinh Long with an area of 1 million hectares.
There are 4 criteria for selecting regions to participate in the project, including: criteria on planning and infrastructure; criteria on sustainable farming and green growth; criteria on production organization; criteria on enterprises participating in the association.
The Ministry of Agriculture and Rural Development shall preside over and coordinate with relevant ministries, branches, and People's Committees of provinces and centrally-run cities in the Mekong Delta region to guide the implementation of the project. At the same time, develop and implement regulations on measuring, reporting, and assessing greenhouse gas emission reduction for the project, in accordance with international regulations and specific conditions of Vietnam; develop and propose pilot policies and mechanisms for carbon credit payment based on results for specialized areas.
The Ministry of Agriculture and Rural Development is responsible for developing a monitoring and evaluation system based on the output indicators of the Project and specific objectives; taking the lead in coordinating with relevant ministries and branches to work with and receive funding from international organizations.
The Ministry of Planning and Investment shall preside over reporting to competent authorities to determine the State budget investment capital for development investment by sector and field in the medium-term and annual public investment plan to implement projects in accordance with the provisions of the Law on Public Investment.
