Tra Vinh proposes the Prime Minister to increase housing support level to 80 million VND/household

Yesterday (September 19), in Tra Vinh City, the Supervisory Delegation of the Central Committee of the Vietnam Fatherland Front worked with the People's Committee of Tra Vinh Province on the implementation of Project 1 "Solving the shortage of residential land, housing, production land, and domestic water" of the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas in 2024.

According to the report of Tra Vinh People's Committee, based on the capital allocated by the Central Government and the province's counterpart capital, the total budget capital to implement the project in 2022 is 42.46 billion VND, in 2023 is 119.3 billion VND. By January 31, 2024, the province has disbursed 47.42 billion VND.

Regarding the implementation of the credit lending program under Decree No. 28 of the Government, period 2022-2023, Tra Vinh Provincial Social Policy Bank has disbursed loans to 1,036 households with an amount of over 47 billion VND, completing 100% of the assigned plan target. Of which, 31.64 billion VND is for housing support loans, 1.24 billion VND is for residential land support and 14.18 billion VND is for career conversion.

According to the Ethnic Minorities Committee of Tra Vinh province, 50 households were supported with residential land, 737 households were supported with housing, 508 households were supported with job conversion, and 418 households were supported with domestic water.

The Ethnic Minorities Committee of Tra Vinh province proposed that the Prime Minister increase the housing support level to 80 million VND/household and consider increasing the support level for residential land and production land because the current land prices in the area are very high. With the support level of 40 million VND/household, the local counterpart capital (not exceeding 15%) and the Social Policy Bank's loan support of not more than 50 million VND are not enough to build a house that meets the 3 hard criteria (hard foundation, hard frame, hard roof) as required.

As for production land, the province does not implement it but directly supports households to change their occupations. Because the maximum support level is 22.5 million VND/household to implement the project of reclaiming, restoring, and improving land to allocate land with production capacity and the Policy Bank lends a maximum of 77.5 million VND/household, it is difficult to find land to buy for production at present.

At the meeting, Vice Chairman of the Central Committee of the Vietnam Fatherland Front Nguyen Huu Dung said that, through initial review, there were no unreasonable issues in the written reports of relevant departments and branches.

Regarding the shortcomings and difficulties, Mr. Dung informed that it is necessary to study and consider the reality and will pass the monitoring conference on September 21.
