The forum was held with the theme "Industrial transformation, new driving force for sustainable development of Ho Chi Minh City".
Chairman of the Ho Chi Minh City People's Committee Phan Van Mai said that international experience and Vietnamese practice have shown that to successfully transform industry, in addition to the determination of the leaders, there needs to be a flexible but drastic approach, a methodical strategy, high implementation management capacity, an open legal corridor and effective business support policies.
Chairman Phan Van Mai found that a flexible and drastic approach is suitable for Ho Chi Minh City - where there are about 300,000 businesses operating - most of which are small and medium-sized enterprises.
The flexible approach helps to adapt to each industry, each field and each type of business with different levels of development, according to gradual changes or transitional changes. The drasticness is shown in some other cases, to make radical changes and to avoid being outdated.
5 advantages and opportunities
Assessing the current situation of Ho Chi Minh City, Mr. Phan Van Mai said that the city has 5 outstanding advantages and opportunities to carry out the industrial transformation process. Specifically:
Firstly, thanks to the creation of hard and soft infrastructure that is superior to the rest of the country, Ho Chi Minh City has attracted many investors in areas such as technology, renewable energy and smart manufacturing. Many large technology companies have offices and factories, and have invested and deployed advanced technologies such as Artificial Intelligence (AI), automation and the Internet of Things (IoT) in the City.
Second, Ho Chi Minh City is the country's innovation center, ranking among the top in the country in digital transformation. The city's digital economy is dynamic and has a high growth rate; many models of green economy, circular economy and clean energy are being effectively implemented.
Third, the City is the commercial and financial center of the country. Located in the center of Southeast Asia, Ho Chi Minh City has a strategic geographical advantage, large purchasing power from more than 10 million residents, of which the middle class is growing rapidly.
Fourth, the City is a place where high-quality human resources are concentrated. In fact, the City is a place that attracts and gathers talents from all over the country, elites and highly skilled workers choose to live and work.
Fifth, Ho Chi Minh City has a great advantage as a locality that is piloting a number of specific mechanisms and policies for development according to Resolution 98 of 2023 of the National Assembly.
"In the planning report for the 2021-2030 period and vision to 2050, the City sets goals towards modernization, automation, clean industry and environmental friendliness. Currently, Ho Chi Minh City is building a specific strategy on green economy, has issued policies to support digital transformation for businesses and has many preferential policies for startups and innovation," he emphasized.

7 Action Priorities
In the coming time, Ho Chi Minh City will have 7 priority actions to achieve the goal of successful industrial transformation.
One is prioritization. The city focuses on industries with high potential and importance.
Second is about technology . Ho Chi Minh City encourages the application of new technology in key industries.
Third is the technological capacity of domestic enterprises. The city will support enterprises to improve their capacity to participate more deeply in the global value chain.
Fourth is to carry out dual transformation. The city will further promote digital transformation and green transformation.
Fifth is to strengthen international cooperation. Expand cooperation with international organizations such as the World Bank, Asian Development Bank, and the Industrial Revolution 4.0 Center network.
Sixth is to develop the Center for Industrial Revolution 4.0 . At the same time, upgrade this Center to a regional research and policy consulting center.
Seven is to raise public awareness. Promote communication to raise awareness of the importance of industrial transformation and sustainable development.
"The city is aiming to build a modern public service, with adequate remuneration for civil servants and public employees to improve the effectiveness of the implementation process. This orientation is implemented according to a very popular principle in administration, which is that what can be measured can be managed and where there is good remuneration, there will be success," Mr. Phan Van Mai added.
Chairman of the People's Committee Phan Van Mai believes that with a flexible but decisive approach, a focused and methodical strategy, an open legal corridor based on specific policy mechanisms and specific business support, and most importantly, the determination of the City's leadership, the strong support of the Government and the Prime Minister, Ho Chi Minh City will certainly successfully implement this important industrial transformation process.
