The economy is not green yet.
Appreciating the theme of this year's Ho Chi Minh City Economic Forum, Deputy Prime Minister Le Minh Khai affirmed that Vietnam supports and always accompanies the United Nations in implementing sustainable development goals. At COP 26, the Prime Minister strongly committed that Vietnam will achieve net zero emissions by 2050. The national strategy and action plan on green growth have also been issued with the goal of reducing emissions, greening economic sectors and developing inclusively. In addition, the circular economy development project has also been approved.
However, to fulfill international commitments as well as effectively implement major policies on sustainable development, the Deputy Prime Minister stated that political efforts or determination alone are not enough, but need understanding, support, and broad cooperation from the people, creativity and strong participation from the business community, localities, and policy consistency and effectiveness. At the same time, it is necessary to mobilize a huge amount of resources from society, investors, and domestic and foreign financial institutions.
"Ho Chi Minh City is the locality with the largest economic scale in the country, contributing about 1/5 of GDP, more than 1/4 of national budget revenue, leading the country in attracting FDI and import-export, the number of operating enterprises accounts for nearly 30% of the country. However, the city is also the locality with the largest total greenhouse gas emissions - 57.6 million tons, accounting for 23.3% of the country. Basically, the city's economy is still mainly developing in the direction of a linear economy and has not been greened; environmental protection has made a lot of progress but there are still many problems, many things need to be done more actively" - the Deputy Prime Minister assessed.
To realize the changes from policy to action, Deputy Prime Minister Le Minh Khai suggested that the forum should focus on three main issues: One is to take advantage of opportunities to exchange and learn together to reach common awareness for action; two is to make good use of opportunities to connect and cooperate in finance, human resources and especially technology; three is to continue the actions after the forum, in which actions require interaction and coordination at many levels, from the central to local levels, from businesses to people.
In that spirit, the Government leader requested relevant ministries and branches to listen to and discuss opinions from lessons learned and proposals from businesses, thereby accelerating the progress of completing support policies, green criteria, and pilot models. Paying special attention to the viewpoints on urban characteristics, population size, and economic dynamism, Ho Chi Minh City is a very good place to test policies to promote green economy and circular economy.
Regarding Ho Chi Minh City and localities, it is necessary to promote the spirit of initiative in effectively implementing policies and strategies from the Central Government. With the rich content from the forum, localities need to refer to build appropriate orientations or strategies for green economic development, clearly identify advantages and priority industries/fields, products, resources for implementation and mobilize businesses and people.
For businesses, this is the best opportunity to rethink traditional business models, access new business opportunities, boldly cooperate and mobilize resources to gradually transform business models and aim for long-term efficiency.

Climate change, traffic jams, environment are big challenges
In his opening speech, Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen said that Ho Chi Minh City and many cities around the world are witnessing huge challenges from climate change, traffic jams, environment... The shortcomings and lack of synchronization urge the city to quickly resolve them through stronger actions and stronger ties between countries with the same goals.
Shifting to create a new journey - a green growth journey with a vision towards a sustainable future, Ho Chi Minh City is urgently building a strategic framework for green economic development until 2030, with a vision to 2050, in which people and businesses are identified as the center of transformation, enhancing inter-regional connectivity and international cooperation. At the same time, it is determined to focus on 4 contents: developing green resources, building green infrastructure, developing green behavior, identifying pioneering industries and fields.
"After the forum, the city will receive opinions from experts, experienced localities and countries to soon complete the strategic framework and implementation plan according to specific time frames, towards the goal of establishing the 4th revolutionary center in Ho Chi Minh City. In addition, it will increase the mobilization of investment resources in renewable energy, reduce greenhouse effects, build a green energy public transport system... The city is implementing measures to create a good environment with favorable conditions for businesses to join hands with the city, determined to build a green growth economy, a journey towards net zero emissions" - Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen said.
HEF 2023 attracts up to 1,500 domestic and foreign delegates
Ho Chi Minh City Economic Forum (HEF) is an annual international event hosted by the Ho Chi Minh City People's Committee with the aim of receiving contributions from speakers and domestic and international experts on the socio-economic development of the city in general and the city's key projects, goals and programs in particular. Held for the 4th time this year, HEF with the theme "Green Growth - The Journey to Net Zero Emissions" attracted up to 1,500 delegates from international financial institutions (World Bank, IMF, IFC, ADB...), managers and leaders of foreign localities from 21 countries, businesses, domestic and international experts.
