These are the "thoughts" of many enterprises about administrative procedure bottlenecks that have caused a series of projects to "stand still", even becoming "wastelands" in recent years, as reflected at a conference to meet the business community in Ho Chi Minh City held on the afternoon of March 6.

After listening to the opinions of businesses, Mr. Nguyen Van Duoc - Chairman of the Ho Chi Minh City People's Committee - committed that the city will resolve 100% of the problems of businesses within the city's jurisdiction.

7 years of incomplete procedures, many projects become "wasteland"

Citing her own projects, Ms. Duong Thanh Thuy - Vice President of Trung Thuy Group - said that her company's projects have dragged on for up to 7 years without completing procedures, or some projects have been "stuck" for 7 years, becoming "barren land".

According to Ms. Thuy, there are businesses that are almost exhausted due to lengthy procedures while authorities do not dare to resolve them for fear of legal risks and responsibilities.

"HCMC aims for high double-digit growth, so it needs to remove bottlenecks and speed up procedures for project development. If it drags on for up to 10 years, it will be very difficult. The faster and more concise it is, the more profitable businesses will be, the more taxes the city will collect, and this will contribute to double-digit growth," Ms. Thuy raised the issue.

Mr. Nguyen Ngoc Hoa - Chairman of the Ho Chi Minh City Business Association (HUBA) - said that many procedural bottlenecks that businesses have proposed have not been resolved and administrative procedures are still an obstacle for the city. Therefore, according to Mr. Hoa, the city needs to consider improving administrative procedures and act more urgently to remove difficulties for businesses.

"The government has directed to cut 30% of administrative procedures, the city needs to set a target of cutting at least 30% of administrative procedures. We hope to work with each sector to identify procedures that need to be eliminated," Mr. Hoa said and proposed a mechanism for associations and businesses to be allowed to work with each department and agency to identify each obstacle and quickly remove each obstacle.

Meanwhile, Mr. Pham Quoc Quan - representative of Sun Group Corporation - said that there are projects where the legal documents have reached 95%, only 5% of the remaining problems are difficult to solve, and the processing time is prolonged.

Therefore, Mr. Quan said that the city needs to reform administrative procedures in the direction of classifying problems, quickly resolving issues within its authority, and possibly assigning KPIs to units for processing.

According to Mr. Quan, enterprises commit to developing the project within only 1 year to be able to put the project into operation, but there are projects worth up to 1 billion USD but even the first step of approving the investment policy takes 3-4 years.

"If there are steps to reform procedures and take advantage of Resolution 98 to remove legal obstacles for projects, businesses' projects will soon be accelerated," said Mr. Quan.

Ho Chi Minh City will solve 100% of problems!

After listening to the opinions of businesses, Mr. Nguyen Van Duoc said that in the context of many economic challenges, the city government wishes to cooperate more closely with the business community to find effective solutions, and affirmed that Ho Chi Minh City will promote administrative procedure reform, changing the mindset from "asking - giving" to "serving".

According to Mr. Duoc, people and enterprises are the center, the subjects that must be served, the city considers enterprises as resources, the driving force for development and the government will be the "midwife" to support, help, guide, and create an equal playing field for the business community.

"The city will boost transport infrastructure, renew growth drivers and remove difficulties for 571 projects that are facing obstacles," Mr. Duoc pledged.

According to Mr. Duoc, the statistics of Ho Chi Minh City in recent times are very worrying when the total foreign investment capital decreased by 39.5%, the number of business establishment licenses and registered capital decreased. Meanwhile, the number of businesses withdrawing from the market increased by 6.5% and the budget revenue lagged behind Hanoi.

To achieve double-digit growth, Mr. Duoc said the city will accompany businesses to develop together, with "win-win" (mutual benefit).

Accordingly, the city will make efforts to promptly resolve enterprises' difficulties and commit to resolving 100% of the difficulties under the city's authority in the group of 571 projects. For the group of projects under central authority, the city will strive to resolve 50% of the projects currently facing difficulties.

In addition, Mr. Duoc said that the city will have a public administration center with representatives of departments and branches in this center to quickly resolve procedures for businesses.

"Improving the business environment not only helps businesses overcome immediate difficulties but also creates a solid foundation for the long-term development of Ho Chi Minh City, continuing to maintain its position as the economic locomotive of the country," said Mr. Duoc.

There needs to be a communication channel for businesses to report problems to the government.

Representative of the American business community, Mr. Travis Mitchell - Executive Director of the American Chamber of Commerce in Ho Chi Minh City - said that Vietnam is in the process of streamlining its apparatus and merging administrative agencies and localities and needs a transition process.

Therefore, Mr. Travis Mitchell wants to have a communication channel for the business community to have information and resolve their concerns and problems.

Because in the case of problems that need to be solved but not knowing which agency receives, which agency responds and solves, it will greatly affect businesses.
