Reporting to the Ministry of Education and Training on the preparation and implementation of tasks at the beginning of the 2024-2025 school year, the City Department of Education and Training said that in the 2024-2025 school year, the entire city's education and training sector will increase by 24,097 students, including both public and non-public schools.

Besides the advantages and achievements, Ho Chi Minh City also encountered many difficulties in implementing the school year's tasks.

According to the leader of the Department of Education and Training of Ho Chi Minh City, some difficulties are that currently in Ho Chi Minh City, there are still some units that do not ensure conditions for teaching 2 sessions/day (District 12, Binh Tan, Binh Chanh, Hoc Mon, ...); some schools do not have enough functional rooms according to regulations.

The shortage of teachers is mainly concentrated in the subjects of English, information technology, physical education, music, and fine arts due to the lack of qualified teachers.

Currently, in the city, the ratio of 1 classroom/class at primary level is not guaranteed; the ratio of 2 sessions/day is not 100%, some primary schools still lack functional rooms. Some schools still have too many students, affecting the quality of learning; some educational institutions still lack teachers for many subjects, so they have to contract and guest teach to ensure enough teachers to teach the classes.

In addition, the HCM City Department of Education and Training is also facing difficulties in developing a team of teachers in the subjects of information technology, technology and arts (music, fine arts); investment in developing the school and class system in some districts, especially those with large populations, is currently facing difficulties.

Ho Chi Minh City proposed that the Ministry of Education and Training direct the assignment of the construction and selection of school programs to the school board, because this is a form of collection and payment on behalf of others, not a budget expenditure.

In particular, the organization of extracurricular activities faces difficulties in terms of scheduling implementation time to ensure consensus among participating students with the implementation conditions of the school. Teachers at educational institutions have not received specialized training and have little experience in organizing life skills education activities, so most educational institutions coordinate with businesses to implement them.

Having additional educational activities outside of regular school hours contributes to the comprehensive education of students. However, organizing these activities is a voluntary activity with the participation and contribution of learners, so there are different opinions when implementing these activities.

Some educational institutions have not provided full information about extracurricular activities to parents, causing confusion and misconception that these are compulsory educational activities. This has affected the policy of socializing education in enhancing experiential, practical, and real-life activities for students.

Faced with the above difficulties, the Department of Education and Training of Ho Chi Minh City has proposed many contents to the Ministry of Education and Training.

Firstly , there needs to be unified guidance on determining service fees to serve and support educational activities in schools and the authority to issue collection levels for educational services other than tuition fees that are not services to serve and support educational activities so that localities have a basis for implementation.

Second , direct the assignment of building and selecting school programs to the school board, because this is a form of collection and payment on behalf of others, not a budget expenditure.

Provide specific instructions on organizing the teaching of the school program in addition to implementing the 2018 General Education Program in a flexible manner, delegating authority and responsibility to the principal and school board.

Third , issue documents guiding the teaching activities of 2 sessions/day, guidance on the management of extra teaching and learning adjusted according to the new orientation of the 2018 General Education Program, at the same time creating favorable conditions for Ho Chi Minh City to effectively implement programs and projects in the direction of smart education, digital transformation and reaching international standards in a number of contents and fields of education and training...

According to the Department of Education and Training of Ho Chi Minh City, this department will coordinate with departments, branches and sectors in Ho Chi Minh City to complete the "Project to attract teachers of English, information technology, physical education, music and fine arts".

Coordinate with departments, branches, sectors and the People's Committee of Thu Duc City and districts to deploy solutions to effectively implement the 4,500 classroom project towards the goal of achieving 300 classrooms/10,000 people, to celebrate the 50th anniversary of national reunification.

Increase the rate of studying 2 sessions/day, reduce the number of students in class, improve the quality of teaching and learning. Organize training courses on organizing life skills education activities for teachers.

When implementing school education programs, educational institutions need coordination, consensus and supervision from parents to ensure that the policy of socializing education is implemented closely and in accordance with the provisions of law.
