(Dan Sinh) - The Investigation Police Agency (IPA) of District 12 Police (HCMC) has urgently arrested Le Thi Diem Trang (35 years old, temporarily residing in District 12) to investigate the act of "Torturing others".

Boy tied to electric pole and beaten

The victim abused by Trang was a boy named TPCT (8 years old, residing in An Phu Dong ward, district 12).

Previously, at around 4:00 p.m. on August 23, residents of An Phu Dong ward discovered Ms. Trang tying 8-year-old TPCT to an electric pole while naked and using a broom handle to continuously beat the boy.

Too angry, people filmed Trang beating T., posted it on social media and reported it to the police.

Upon receiving the news, District 12 Police invited Trang and T.'s father to come in for questioning. Through that, the police determined that T. was an orphan. Because he had to go to work, the father left his child with Trang to take care of, and the child was abused.

At the investigation agency, Trang confessed that from June 2023 to present, she had beaten T. 10 times at her house, of which 3 times were directly witnessed by Pham Phung Thu Phuong, T.'s older sister.

Trang stated that because T. did not obey while being watched, Trang forced him to lie face down on the floor and used bamboo chopsticks, a belt and a broom handle to hit his buttocks 5-6 times each time.

Next, at around 4:00 p.m. on August 23, when he discovered that T. had not done his homework, in a fit of anger, he stripped off all of his clothes, dragged him out to the front of the house, tied an Internet cable to the electric pole in front of the house, cursed at him, and repeatedly hit him with a broom handle.

Because of being beaten, T. cried and struggled to escape the rope and run away, but Trang continued to hit him with a broom handle about 28 times, causing many bruises on his body.

At the time Trang beat T., many people witnessed and tried to stop her, but Trang still used a broom to beat T.

Also related to the above incident, the investigation agency seized evidence including a broom about 75cm long, a blue plastic broom handle, a black leather belt about 1.2 meters long, about 3.5 cm wide, a bamboo chopstick about 37cm long, round, about 1cm in diameter and an Internet cable about 3.2 m long.

Currently, the Investigation Agency is assessing the injuries of baby T. and consolidating the case file to initiate prosecution.

Neighbors were helpless many times when the boy was abused.

After Le Thi Diem Trang was urgently arrested by the investigation agency for abusing 8-year-old TPCT, many people living in neighborhood 3, An Phu Dong ward (District 12, Ho Chi Minh City) breathed a sigh of relief.

Sharing with reporters, neighbors said that Trang often tied baby T. to an electric pole while naked and brutally beat him. Although the baby cried and begged, this woman still did not spare him.

Most of the people here shared that they often witnessed Trang beating T. but could not stop her. Every time someone tried to stop her, Trang cursed, chased and threatened to slash her.

"Many times, Trang saw the boy crying and begging, but he still did not forgive him. One day, she tied the boy to an electric pole and beat him until he cried and fainted, his limbs were bruised," a local resident sadly recounted.

On August 26, the Ho Chi Minh City Association for the Protection of Children’s Rights announced that the association had assigned the Bar Association under the association to send lawyers to coordinate with the family, relevant agencies and units to investigate the case of TPCT (8 years old) who was abused. At the same time, the association also has a plan to provide legal support to ensure the safety of the child. On that basis, it recommends timely handling of subjects who commit acts of violence and child abuse.

Speaking to reporters, Lawyer Tran Thi Ngoc Nu, Head of the Bar Association (under the Ho Chi Minh City Association for the Protection of Children's Rights), said that the case of child T. being abused was extremely serious, violating children's rights.

The 2007 Law on Children was amended and supplemented in 2022, taking effect on July 1 with many new points such as 16 prohibited acts that must not be committed against children, especially children under 16 years old, those who are defenseless, and dependents...

"Those who beat children, even if the disability is less than 11%, will be prosecuted. When witnessing or knowing about children being beaten or abused, people need to call the child protection hotline 111 or the nearest police station to report it," emphasized lawyer Nu.
