On the evening of August 22, a source from the Road and Railway Traffic Police Department (PC08) - Ho Chi Minh City Police said that a working group had been established to verify and clarify the case of Anh Dao Nhat N. (22 years old, from Tien Giang, temporarily residing in Hiep Binh Chanh Ward, Thu Duc City) who filed a complaint that an officer of the Rach Chiec Traffic Police Team used a stick to hit him in the face, causing an eye injury.
The source said that some information related to the incident has been initially verified. Specifically, at noon on August 13, the working group of the Rach Chiec Traffic Police Team was on duty to handle the speed issue on Hanoi Highway, Binh Tho Ward, Thu Duc City.
Through the recording device, the traffic police team detected the motorbike with license plate 63G violating the speed limit, specifically 66/60 km/h and stored images showing the violation. So far, the driver of the vehicle has been identified as Mr. Dao Nhat N.
The traffic police officer signaled the car to stop for inspection and administrative violation handling. But Mr. N. did not obey the order and drove past.
According to information from PC08, Mr. N. continued to drive towards the second traffic police officer holding a baton standing a few meters away and this officer dodged to the side of the road.
But according to information from PC08 Department, up to now, they are still verifying and clarifying whether the traffic police officer used a baton to "impact" Mr. N's face and eyes or not?
And at that time, the working group could not stop the vehicle to handle it, recorded the information in the patrol book and extracted images of the violation to handle the fine.
The leader of PC08 also had information that about 20 minutes later, Mr. N. turned his car around and asked the traffic police team to take him to the emergency room because of an eye injury. The task force asked someone to help take Mr. N. away and continued on duty.
In addition, there is information as told by Mr. N. and confirmed by the leader of PC08 Department, after the incident, the working group of Rach Chiec Traffic Police Team went to the hospital to visit Mr. N..
"If it is clear that a traffic police officer violated work procedures or used a stick to hit the violator in the face, he will be strictly punished according to regulations," the leader of PC08 Department affirmed.
However, the above developments are information from PC08 Department, different from the complaint that Mr. N. sent to PC08 Department and Ho Chi Minh City Police Inspectorate on August 16.
Specifically, Mr. N.'s petition mentioned that at noon on August 13, he was driving a motorbike on Hanoi Highway, heading from Thu Duc intersection to Saigon Bridge. When approaching Binh Thai intersection, Mr. N. saw a group of 6-7 traffic police officers on duty.
Mr. N. explained that he was driving in the motorbike lane, and a traffic police officer waved his baton to signal him to pull over. But Mr. N. still drove past. At this time, a second traffic police officer ran out and used his baton to hit him directly on the left lens of his glasses, breaking them.
After about 50-100m, Mr. N. stopped and saw a lot of blood flowing from his face. He returned to the traffic police post to ask who had beaten him and asked to be taken to the hospital...
During the discussion, Mr. N. said that when the incident happened, he had reduced his speed to just over 40km/h. In addition, Mr. N. admitted that he was wrong in not obeying the traffic police's order to stop, but did not resist or attack the police on duty.
