Speaking at the event, General Secretary To Lam highly appreciated, acknowledged and commended the results achieved by the Party building and organization sector in 2024.
Along with that are the results of the implementation of the Resolution of the 13th National Party Congress from the beginning of the term until now and the synchronous implementation of all aspects of Party building and organization work from the Central to the grassroots levels.
Regarding some directions and tasks in 2025, General Secretary To Lam requested that the leaders of the Party Committee and the Central Party Committee's personnel organization system must always have 3 questions and at the same time must have reasonable answers.
That is how to have the Party's operating apparatus, the State's organizational system, effective, efficient, and effective. How to have a team of cadres who are enlightened, dedicated to the country, the people, and the Party's cause. Why must our Party choose the cadres as the key?
The General Secretary suggested that it is necessary to do a good job of advising and streamlining the organization of the political system in conjunction with restructuring the staff.
Streamlining the apparatus of the political system is a difficult problem, even very difficult. When streamlining the apparatus, it will involve the thoughts, feelings, aspirations, and interests of a number of individuals and organizations.
Therefore, this work must be carried out objectively, carefully, democratically, scientifically and methodically. The Central Organizing Committee in particular and the Party building organization sector in general must highly promote their advisory role to carry out this task.
The General Secretary emphasized that the streamlining of the organizational apparatus must closely follow and ensure the correct implementation of the principles and viewpoints of the Party and the Central Committee, closely follow the Constitution, the Political Platform, the Party Statutes, the Party's principles, and the Central Committee's resolutions, ensuring comprehensiveness, synchronization, and connectivity.
One agency performs many tasks, one task is assigned to only one agency to preside over and take responsibility, thoroughly overcoming overlaps in functions and tasks, and separation in areas and fields.
Limit intermediary organizations, clearly define specific functions, tasks, and responsibilities on the basis of Party nature, rationality, and legality; review the functions and tasks of each organization and apparatus.
Resolutely prevent and combat the exploitation of the policy of streamlining the apparatus for negativity and corruption.
The General Secretary requested to advise on streamlining the organizational apparatus of Party agencies to truly be the intellectual core, the General Staff, the vanguard, and leaders of state agencies, absolutely not allowing excuses, replacing or loosening the Party's leadership.
Build truly streamlined advisory bodies and Party committees, comprehensively evaluate the concurrent holding of Party and political system positions to make appropriate decisions.
The General Secretary proposed to urgently review relevant Party regulations to proactively advise on supplementation, amendment or new issuance in accordance with regulations on the basis of the overall model of the political system, creating a political and legal basis for the political system to operate immediately upon completion, without interruption.
The tasks that are within the authority of the Politburo, the Secretariat, all levels, sectors and localities that can be done first should be done immediately, without waiting for the Central Committee. Party agencies need to study, unify, arrange, truly streamline the apparatus and do it first.
The Central Organizing Committee and the Government Party Personnel Committee promptly report to the Politburo on policies and regimes for cadres when streamlining the organization and apparatus.
The Central Organizing Committee, the Government Party Committee, and the National Assembly Party Delegation promptly advised leaders and directed urgent revisions and supplements to Party regulations and State laws to ensure streamlined organization and effective and efficient operations.
The General Secretary pointed out that with the streamlining of the organization, the apparatus at each level and each sector needs to be urgently reviewed to have a plan to restructure the staff with sufficient qualities and capacity, equal to the tasks, reasonable staffing, and standardization of titles.
Resolutely prevent and combat the abuse of policies on organization and staff arrangement for negativity and corruption.
Strongly innovate the work of recruitment, training, promotion, appointment, rotation, transfer, and evaluation of cadres in a practical direction because finding people is based on specific, measurable products, with effective mechanisms, screening, removing from work those who do not have enough qualities, abilities, and prestige, and using those with outstanding abilities.
The General Secretary further emphasized that leaders and heads of Party committees and agencies need to be exemplary, proactive and determined in performing assigned tasks in the spirit of the Central Government taking action first and then reaching the local level.
The General Secretary assigned the Central Organizing Committee to advise on amending and supplementing Directive 35 of the Politburo on Party Congresses at all levels towards the 14th National Party Congress.
The General Secretary requested that it is necessary to prepare and organize Party Congresses at all levels well, towards the 14th National Party Congress, focusing on advising on the development and ensuring the quality of draft documents for congresses at all levels, and advising on the preparation for the election of Party leadership bodies at each level with high fighting capacity.
