2 options for merging administrative units in Ho Chi Minh City
On the afternoon of March 19, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc and his delegation had a working session with the District Party Committee and District 1 People's Committee on the implementation of socio-economic tasks in 2025; listened to and acknowledged recommendations and proposals from the locality; and discussed orientations in streamlining the organizational apparatus, shifting towards building a "service-oriented" administration and solutions for developing the night-time economy in District 1.
According to District 1's report, the locality is drafting two preliminary plans to rearrange administrative units, merging 10 existing wards into 2 wards (plan 1) and 3 wards (plan 2).
Mr. Ta Hoai Nam, Head of the Organizing Committee of District 1 Party Committee, said that the locality has a policy of leaning towards the plan of forming 2 wards including Ben Nghe (merging 3 wards of Tan Dinh, Da Kao and Ben Nghe) and Ben Thanh (merging 7 wards of Ben Thanh, Co Giang, Cau Kho, Nguyen Cu Trinh, Nguyen Thai Binh and Pham Ngu Lao).
This is an option that will keep the administrative boundaries intact without having to redividing them.
According to Mr. Nguyen Van Duoc, the city is also planning two options for merging administrative units; one of which is to "erase" all existing administrative units, including Thu Duc city, and then redistribute them according to population size, infrastructure and area.
Bach Mai University of Medicine and Pharmacy will be built in Ha Nam.
On March 19, at a working session with the delegation of Bach Mai Hospital, Secretary of the Provincial Party Committee and Chairman of the People's Committee of Ha Nam province, Truong Quoc Huy, affirmed that the province will create the most favorable conditions to support Bach Mai Hospital, branch 2, to soon come into operation.
Mr. Truong Quoc Huy said that Ha Nam will build a social housing area to create stable accommodation for doctors and medical staff working at Bach Mai Hospital, branch 2.
Regarding the proposal to build Bach Mai University of Medicine and Pharmacy, Mr. Huy affirmed that the People's Committee of Ha Nam province will accompany Bach Mai Hospital to promptly remove difficulties and obstacles so that the project can be implemented soon. In the immediate future, the province will have an investment incentive mechanism to support compensation for site clearance and exempt land rental for 50 years.

As planned, with a scale of 1,000 beds, Bach Mai Hospital 2 in Ha Nam will receive medical examination and treatment for 20 million people from Ha Tinh area and beyond, contributing to reducing the load on facility 1 in Hanoi.
Through the survey, Ha Nam has all the conditions for Bach Mai Hospital to build a specialized university, worthy of serving the study and research work.
To meet the training and practice needs of medical human resources, the leaders of Bach Mai Hospital have proposed to build Bach Mai University of Medicine and Pharmacy with a scale of about 28 hectares in Nam Cao University Area, Ha Nam province, with training majors in medicine, pharmacy, nursing, dentistry... expected to attract 5,000 - 6,000 students.

According to the Ho Chi Minh City Center for Disease Control, from March 10 to 16 (week 11), the city recorded 372 cases of dengue fever, a stable trend compared to the average of the previous 4 weeks (397 cases).
The total number of dengue fever cases accumulated from the beginning of 2025 to week 11 is 4,949 cases. Districts with high number of cases per 100,000 people include Can Gio district, Thu Duc city and district 7.
In week 11, the city also recorded 262 cases of hand, foot and mouth disease, an increase of 86.8% compared to the average of the previous 4 weeks (140 cases).
The total number of hand, foot and mouth disease cases accumulated from the beginning of 2025 to week 11 is 1,560 cases. Districts with high number of cases per 100,000 people include Binh Tan district, district 6 and district 8.
In week 11, the city recorded 270 measles cases, a stable trend compared to the average of the previous 4 weeks (290 cases).
The total number of measles cases accumulated from the beginning of 2025 to week 11 is 3,819 cases, accumulated from the beginning of the epidemic season to week 11 is 7,862 cases.
Districts with a high number of cumulative cases from the beginning of the epidemic to week 11 include Thu Duc City, Binh Tan District and Binh Chanh District.
According to HCDC, typical symptoms of the disease are fever, sore throat, oral mucosal lesions and skin lesions mainly in the form of blisters commonly seen on the palms of the hands, soles of the feet, knees, and buttocks.
