Study on expanding Phap Van - Cau Gie expressway

The Ministry of Construction agrees with the investor's proposal on the need to study investment in expanding the Phap Van - Cau Gie expressway to 10 - 12 lanes under the public-private partnership (PPP) method.

The Ministry of Construction said so in an official dispatch sent to the Vietnam Road Administration and Phuong Thanh Transport Investment and Construction Joint Stock Company regarding investment in expanding the Phap Van - Cau Gie expressway (the southern gateway of Hanoi) under the PPP method.

Previously, Phuong Thanh Transport Investment and Construction Joint Stock Company (investor of Phap Van - Cau Gie Expressway project) sent a letter to the Ministry of Construction stating that the 29 km long Phap Van - Cau Gie Expressway had been completed with 6 lanes and 2 emergency parking strips (roadbed width 33.5 m) since July 2019.

In recent times, traffic volume on this highway has increased rapidly with an average increase of about 6% per year. According to toll collection data, the average converted passenger car volume in 2024 on the Phap Van - Cau Gie highway is about 85,000 vehicles/day and night, far exceeding the design volume (55,400 vehicles/day and night).

According to the road network planning for the 2021-2030 period, with a vision to 2050, the Phap Van - Cau Gie expressway has a scale of 10 - 12 lanes (the Phap Van - Ring Road 4 section has a scale of 12 lanes, the Ring Road 4 - Phu Thu section has a scale of 10 lanes).

Currently, Hanoi City is investing in connecting routes to the Phap Van - Cau Gie expressway such as: Tu Hiep intersection project; belt road 3.5 section from Phuc La - Van Phu; belt road 4 of the capital region.

The above projects, once completed, will increase connectivity between the Phap Van - Cau Gie expressway, causing traffic volume on the route to increase, especially on weekends and holidays.

From the above analysis, Phuong Thanh Transport Investment and Construction Joint Stock Company proposed that the Minister of Construction allow investors to propose a policy to expand the Phap Van - Cau Gie expressway to a scale of 10 - 12 lanes by road.

Based on the opinions of relevant agencies and units, the Minister of Construction agreed with the proposal of investors and project enterprises on the necessity of studying and investing in expanding the Phap Van - Cau Gie expressway under the PPP method to meet transportation needs, gradually completing the road network planning for the period 2021 - 2030, with a vision to 2050.

The Minister of Construction assigned the Vietnam Road Administration to coordinate with investors and relevant agencies to implement the next steps, ensuring compliance with legal regulations.

Recently, Vietnam Expressway Corporation (VEC) also proposed the Ministry of Finance to allow the expansion of the Cau Gie - Ninh Binh expressway from 4 lanes to a complete 6 lanes.

This is a 50 km long expressway, connecting the Phap Van - Cau Gie expressway to the South, invested by VEC, and put into operation on the entire route since 2012.

According to VEC's calculations, to expand this highway to 6 lanes on the existing roadbed, bridges, and culverts with a scale of 6 lanes, it will cost 2,113 billion VND from the State budget (840 billion VND) and VEC's mobilized capital (1,273 billion VND).

If approved, VEC will prepare for investment in 2025, start construction in the first quarter of 2026, and construct from 2026 to 2028.

Previously, on March 7, the project to expand the Cao Bo - Mai Son expressway section (15.2 km long, connecting to the Cau Gie - Ninh Binh expressway) from 4 limited lanes to 6 full lanes was also started.

This project is invested by Ninh Binh Department of Construction with a total investment of 1,900 billion VND. The project is expected to be completed in 2026.
