On November 3, the Investigation Police Agency of Tuy Hoa City Police (Phu Yen Province) issued a decision to prosecute the case, prosecute the accused and detain Chu Giang Long (born in 1990, residing at 16 Trang Trinh, Le Loi Ward, Son Tay Town, Hanoi) and Nguyen Ngoc Tuan (born in 1996, residing in Tan Thanh Village, Viet Quang Town, Bac Quang District, Ha Giang) for the crime of "Intentionally causing injury".

Previously, around early September 2023, a video appeared on social media showing a group of people beating a young man, causing injury, which occurred in Tuy Hoa City.
After verification, the authorities identified the beaten person as NHH (born in 1984, residing in Dong Hoa Town, Phu Yen). The assessment results showed that NHH's injury rate was 17%.
Initial information, in July 2023, NHH contacted Pham Van Truong (born 2001, residing in Co Dong ward, Son Tay town, Hanoi) to borrow 10 million VND in the form of installments of principal and interest.
After that, H. paid the principal and interest to Truong for 15 days but did not have the money to pay anymore. Therefore, Truong contacted Chu Giang Long to call H. to collect the debt.

At around 2:30 p.m. on September 10, Truong arranged to meet H. at a coffee shop in Tuy Hoa City. There, Chu Giang Long, Nguyen Ngoc Tuan, and Pham Van Truong assaulted H., causing injuries, and then fled.
Afterwards, using professional measures, Tuy Hoa City Police arrested Chu Giang Long and Nguyen Ngoc Tuan. Pham Van Truong is still on the run.
