Reporter: The Ho Chi Minh City Party Committee assessed that the work of Party building, government building, and mass mobilization in 2024 of Ho Chi Minh City continued to achieve many relatively comprehensive results. Could you review the outstanding results?
- Comrade Nguyen Ho Hai, Standing Deputy Secretary of the Ho Chi Minh City Party Committee : Party committees and authorities at all levels organize the comprehensive, synchronous and effective implementation of key tasks of Party building, socio-economic development, ensuring national defense and security and mass mobilization work in 2024. Some of the following highlights include:
Propaganda work has been strengthened with many diverse, rich and suitable forms; Party committees at all levels have been proactive and creative in building Ho Chi Minh Cultural Space, initially forming physical spaces existing in real space and cyberspace, introducing and widely communicating Ho Chi Minh's cultural heritage. Up to now, the whole city has 4,580 good models and practices; religious organizations and ethnic communities have actively responded and implemented the construction of spaces to display images and documents about Uncle Ho, introducing them to the wider community; thereby contributing to the construction of an advanced Vietnamese culture, imbued with national identity, comprehensive development, so that culture truly becomes a solid foundation for rapid and sustainable development.
The work of perfecting and streamlining the organization and apparatus, improving the effectiveness and efficiency of the political system continues to be carried out drastically, in the direction of streamlining; the functions, tasks, powers, and working relationships of agencies and units are gradually perfected, overcoming overlaps and duplications. In particular, in December 2024, the city urgently developed a plan to arrange and streamline the organization and apparatus of the political system in accordance with the policies and orientations of the Central Government.
The work of preparing and issuing instructions on a number of contents on the organization of Party congresses at all levels for the 2025-2030 term has been proactively implemented. The work of inspection, supervision and discipline has been led and directed to be implemented comprehensively and promptly; in which, focusing on the contents of leadership, direction and organization of inspection and supervision of the dissemination, implementation and organization of the implementation of resolutions, directives and conclusions of the Central Committee, resolutions, directives, conclusions and important action programs and plans of the City Party Committee and the Standing Committee of the City Party Committee.
The mass mobilization work of the city's political system continues to achieve positive results; the content and leadership methods of the Party for mass mobilization work continue to be innovated, in line with practical requirements, closely following the political tasks of the city; the awareness of cadres, party members and people about the role and position of mass mobilization work in the new situation has many positive changes and is clearly improved; the mass mobilization work of the government is focused, with emphasis on administrative reform, serving the people; the work of contact and dialogue between Party committees and authorities at all levels with the people is increasingly focused, contributing to promptly and effectively resolving legitimate aspirations and issues of concern to the people.
The activities of the Ho Chi Minh City National Assembly Delegation, People's Councils and People's Committees at all levels continued to innovate and improve operational efficiency; the quality of urban government construction associated with the implementation of political tasks and the 2024 theme of Ho Chi Minh City was improved, promoting the implementation of the city's socio-economic targets and tasks and resolving the legitimate and legal aspirations of the people.
One of the tasks and solutions for Party building, government, and mass mobilization work in 2025 that Ho Chi Minh City has set out is to "Resolutely implement the policy of attracting talents to the public sector; build a breakthrough mechanism to discover, attract, and promote people with outstanding abilities outside the Party". Could you please share more specifically about this policy?
- To prepare for the "New Era - The Era of the Vietnamese people's rise", Ho Chi Minh City needs to build a workforce with enough heart, capacity and strength to seize opportunities as well as overcome difficulties and challenges. In 2025, the city will continue to implement the Project to promote reform of the civil service and public servant regime for the period 2022 - 2027; Project No. 01-DA/TU of the City Party Committee on supporting and developing young talents and future leaders of Ho Chi Minh City for the period 2020 - 2035; develop a Project on policies and solutions to motivate and attract experts, scientists, people with special talents and encourage cadres, civil servants, public employees and workers to feel secure working in the urban government apparatus of Ho Chi Minh City.

In the current context, when the whole country in general and Ho Chi Minh City in particular are urgently implementing the organization and apparatus of the streamlined political system according to Conclusion No. 09-KL/BCĐ on summarizing the implementation of Resolution No. 18-NQ/TW of the 12th Central Executive Committee, at the same time as our city must accelerate to complete the targets set by the Congress Resolution as well as take advantage of the opportunities of Resolution No. 98/2023/QH15 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City, the entire political system needs to join hands and make efforts to complete the task.
To achieve that goal, it is necessary to build a team of cadres loyal to the ideal of national independence associated with socialism, with moral qualities, qualifications, and professional capacity to meet the requirements of job titles and positions; with the capacity to organize, implement, and solve practical problems well in the period of promoting industrialization, modernization, and international integration, in which innovation and creativity are mandatory requirements.
Ho Chi Minh City chose the theme for 2025 as "Focusing on streamlining the organization to be lean - strong - efficient - effective - efficient; promoting digital transformation; implementing Resolution 98 of the National Assembly; fundamentally resolving the city's problems and backlogs". With so many "pillars", what solutions does Ho Chi Minh City propose to effectively implement the theme for 2025?
- The most important issues today are:
Focus on streamlining the political system's apparatus to be lean, strong, efficient, effective, and efficient according to the direction of the Central Committee; continue to innovate, improve, and enhance the quality and efficiency of the political system and its advisory and support agencies. Continue to effectively implement the next steps after staff planning; promote training, fostering, improving political theory, professional expertise, leadership and management skills, practical experience associated with current positions and planning, standardizing the staff; promote rotation to train and develop staff through practice at the grassroots level, contributing to building a team of leaders and managers to meet the requirements of building and developing the city in accordance with Conclusion No. 14 of the Politburo on the policy of encouraging and protecting dynamic and creative staff for the common good and the Action Programs of the Ho Chi Minh City Party Committee to implement Resolution No. 31 of the Politburo and Resolution No. 98/2023/QH15 of the National Assembly.
Strengthen inspection of the responsibility of leaders in directing and operating administrative reform, administrative procedure reform and the results of implementing administrative reform targets. The city continues to study and apply Resolution No. 98/2023/QH15 to resolve difficulties, obstacles and "bottlenecks" of sectors and fields in practice, especially mobilizing resources to invest in developing sectors and fields; promoting the implementation of central mechanisms and policies to support business development.
Fast and strong development on technology platform
In the current period, the construction and development of Ho Chi Minh City cannot be separated from digital transformation. The city develops rapidly and sustainably on the basis of science - technology, innovation - creativity, digital transformation, and knowledge economy. Digital transformation goes hand in hand with green transformation, developing green industry associated with digital industry. Prioritizing investment in developing digital infrastructure to create new development space, must be prioritized for investment, modernization and one step ahead to promote digital transformation, develop digital economy, digital society. Develop digital society, popularize digital skills so that people have access to knowledge, actively participate and equally enjoy the achievements in the digital transformation process, join hands to build an inclusive and comprehensive digital society.
