Reporting at the meeting, Associate Professor, Dr. Nguyen Xuan Hai - Director of the Department of Science and Technology said that the Department has implemented science and technology management in 2023 by completing the regulations on managing science and technology tasks of the Ministry; Regulations on the establishment and organization of strong research group activities; Documents guiding the handling of assets formed through the implementation of science and technology tasks under the management of the Ministry and the Strategy for science, technology and innovation development of the Natural Resources and Environment sector to 2030.
In particular, for topics on national-level science and technology tasks, the Department of Science and Technology of the Ministry of Natural Resources and Environment has sent the Ministry of Science and Technology 15 proposals to order national-level science and technology tasks in 2023 in Official Dispatches No. 2726/BTNMT-KHCN dated April 20, 2023 and 2981/BTNMT-KHCN dated April 20, 2023.
At the same time, the Department of Science and Technology has implemented 160 ministerial-level projects, including: 81 projects that will end in 2023; 65 new projects opened in 2023 and 14 projects transferred to 2024 in the fields under the Ministry's management, independent projects, projects implemented according to the Prime Minister's Decisions; The projects transferred in 2023 include 95 projects, with special priority given to projects building scientific foundations to serve the amendment of the Law on Minerals, amendment of the Law on Water Resources, development of Environmental textbooks, projects serving the construction of scientific foundations for the Landslide Project and a number of other projects...
In addition, a budget of more than 6 billion VND was invested to implement 20 grassroots-level projects, including 9 projects serving the construction of a scientific basis for amending the Law on Minerals and 7 projects serving the construction of a scientific basis for amending the Law on Water Resources.
Regarding the management of the development of national technical standards and regulations, based on the results of the review, the units have completed 17 National Technical Regulations (QCVN) and sent them to the Ministry of Science and Technology for appraisal (11 environmental, 6 surveying and mapping), of which the Ministry of Science and Technology has issued a document appraising 13 QCVNs (11 environmental, 2 surveying and mapping). In addition, the Department of Science and Technology is also submitting to the Ministry of Construction 4 QCVNs in the fields of surveying and mapping and hydrometeorology.
These QCVNs are being built on schedule and are expected to be issued in 2024. Also according to the plan, this year, the Department will submit to the Ministry of Natural Resources and Environment to develop 29 new National Technical Standards (TCVN) in the fields of geology, minerals, land, and hydrometeorology.
Associate Professor, Dr. Nguyen Xuan Hai commented that although the key tasks in early 2023 were completed, the Department of Science and Technology still encountered some difficulties and obstacles in perfecting the apparatus of the Management Board and the implementation of research topics has not kept up with the set progress.
Therefore, in order to effectively implement the plan and tasks on science and technology in 2024, Associate Professor, Dr. Xuan Hai made a number of recommendations and proposed that the Ministry direct the acceleration of the progress of sending the Ministry of Finance an official dispatch explaining the 13 topics that have not been agreed upon in terms of allocation to ensure the progress of the topics; Consider the policy of allowing the re-selection of topics approved in the 2023 list after the Department of Science and Technology reviews the urgency and product requirements of each task, and at the same time allow the consolidation of the Management Board of key programs at the Ministry level for the period 2021-2025.
After listening to comments and explanations from the Department of Science and Technology, Deputy Minister Vo Tuan Nhan said that in the implementation of the task of science and technology management in 2023, the Department of Science and Technology needs to focus on the topics and tasks of scientific research, originating from practical meanings or summarizing experiences, serving and helping the industry, etc. For urgent goals and contents, it is possible to propose how to build QCVN, TCVN to be able to complete the development of policies, Circulars, Decrees, and innovations in research topics, textbooks will be supplemented in the construction of the Draft amendments to current Laws, etc. This requires the Department of Science and Technology to research and take it as a key task for development in 2024.
Accordingly, in implementing the 2024 work, the Department of Science and Technology needs to develop a plan for science, technology, innovation and a budget estimate for science and technology, with the identification of a list of new tasks to be opened in 2024 under the 6 key ministerial-level programs for the period 2021 - 2025; Continue to advise and consult the Ministry of Natural Resources and Environment to implement tasks to complete the goals, contents and products that have not yet been implemented in the 6 key ministerial-level programs and tasks serving the development and amendment of legal documents serving the state management of the Ministry of Natural Resources and Environment; Carry out the work of developing national technical regulations and standards and developing plans and orientations in implementing science and technology tasks in 2024.
Regarding the recommendation on financial procedures and budget allocation for topics, the Deputy Minister requested the Department of Science and Technology to review, adjust and consider which topics are practical and essential for standards, regulations, etc. in the fields of the Natural Resources and Environment sector such as environmental issues, minerals, water resources, etc., thereby releasing products on time so that the Ministry can support speeding up the explanation process to the Ministry of Finance for 13 topics that have not been agreed upon for allocation.
At the same time, the Department of Science and Technology and its units also need to develop plans and roadmaps to form strong research groups, research Circulars, Decrees, Laws, etc. to propose solutions for the Ministry to have directions in applying science and technology and investing in development in the field of natural resources and environment, striving to have strong research groups of the Ministry in particular and reaching the national level in general by 2024 - 2025.
