On January 13, at Dien Hong Hall - National Assembly House, the Party Central Committee Secretariat organized a National Conference on Breakthroughs in Science, Technology, Innovation and National Digital Transformation. The conference was held in person from the Central bridge combined with online to 15,345 bridges, with 978,532 delegates attending. General Secretary To Lam attended and directed the conference at the Central bridge. Also attending at the Central bridge were comrades: Luong Cuong, Politburo member, President; Tran Thanh Man, Politburo member, National Assembly Chairman; Pham Minh Chinh, Politburo member, Prime Minister; Party and State leaders; former Party and State leaders; leaders of central departments, ministries and branches.
On the side of Quang Ninh province, comrade Vu Dai Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee attended at the Central bridge. Comrades: Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council; Pham Duc An, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Dang Xuan Phuong, Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation attended at the provincial bridge.
At the conference, Comrade Hoang Dang Quang, member of the Party Central Committee, Permanent Deputy Head of the Central Organizing Committee, announced the Politburo's Decision on establishing the Central Steering Committee on the development of science, technology, innovation and national digital transformation; stipulating the functions, tasks and powers of the Steering Committee. General Secretary To Lam is the Head of the Steering Committee.
Comrade Thai Thanh Quy, member of the Party Central Committee, Permanent Deputy Head of the Central Economic Commission, presented a report summarizing the situation and results of the implementation of the Party and State's guidelines and policies on science and technology development, innovation and digital transformation in recent times; thoroughly grasping and implementing the spirit and core content of Resolution No. 57-NQ/TW, dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.
The report stated: In recent times, implementing the Party and State's guidelines and policies, the development of science, technology, innovation and digital transformation has achieved many great achievements, making important contributions to socio-economic development, ensuring national defense and security, preventing natural disasters, protecting the environment, responding to climate change and sustainable development of the country. Science and technology have accelerated the industrialization and modernization of the country, increasingly affirming their role as a driving force in socio-economic development, contributing to improving productivity, quality, efficiency and competitiveness of the economy. Science and technology organizations and staff have developed in both quantity and quality; they are the leading force in research, application of science, technology and innovation. The National Innovation Center was established and put into operation with initial effectiveness.
Regarding Resolution No. 57-NQ/TW, Deputy Head of the Central Economic Commission Thai Thanh Quy said that the Resolution is structured into 4 main parts that are closely related to each other. Specifically, in terms of viewpoints, the Resolution clearly identifies 5 groups of guiding viewpoints, in which the Politburo affirms the particularly important role of science, technology, and national innovation, clearly identifying this as the leading important breakthrough, the main driving force to rapidly develop modern productive forces, perfect production relations, innovate national governance methods, develop the economy - society, prevent the risk of falling behind, and bring the country to breakthrough development and prosperity in the new era.
The Resolution sets out 5 groups of targets by 2030, with a vision to 2045, from which 7 groups of tasks and solutions are identified, focusing on: Raising awareness, making breakthroughs in innovative thinking, determining strong political determination, resolutely leading and directing, creating new momentum, new momentum in the whole society for the development of science, technology, innovation and national digital transformation. Urgently and resolutely perfecting institutions; eliminating all thoughts, concepts, and barriers that are hindering development; turning institutions into a competitive advantage in the development of science, technology, innovation and digital transformation. Developing and making good use of high-quality human resources and talents to meet the requirements of science, technology, innovation and national digital transformation development...
Also at the conference, Comrade Pham Minh Chinh, Politburo member, Prime Minister, thoroughly grasped the content and spirit of the Government's Action Program to implement Resolution No. 57-NQ/TW. The Prime Minister said that closely following the content of Resolution No. 57-NQ/TW, especially the 5 guiding viewpoints, specific goals until 2030, vision until 2045 and 7 groups of tasks and main solutions, the Government's Action Program has set out 41 groups of targets (including 35 groups of specific targets until 2030 and 6 groups of specific targets until 2045), 7 groups of tasks with 140 specific tasks.
Comrade Tran Thanh Man, Politburo member, Chairman of the National Assembly presented policies and solutions on legal institutions to make breakthroughs in science, technology, innovation and national digital transformation. In particular, Chairman of the National Assembly Tran Thanh Man affirmed that the National Assembly, the National Assembly Standing Committee, and agencies of the National Assembly will coordinate with the Government and agencies of the Government to lead, direct, and organize the review of the relevant legal system; complete, timely, and synchronous institutions in accordance with the requirements of Resolution 57.
Speaking at the conference, General Secretary To Lam emphasized that the Party and State always consider science and technology as the decisive factor and foundation for the country's sustainable development. Since the 4th Congress, science and technology have been identified as a revolution and, to date, as a top national policy. Many important resolutions have been issued, bringing positive results, contributing to the country's development as it is today.
To bring Resolution 57 into life, General Secretary To Lam requested to unify awareness and action. In particular, identifying the development of science and technology, innovation and digital transformation as a strategic task of the entire Party, people and army. Party committees and authorities at all levels need to concretize the Resolution with practical plans, assign specific tasks, and be clear about completion time and measurable results. Right in 2025, it is necessary to select and solve very fundamental issues, creating a foundation for the 2026-2030 period, creating a boost for new labor productivity, and creating trust for society.
The General Secretary also requested that institutions and policies must be urgently improved; it is necessary to soon complete the amendment, supplementation or promulgation of new legal regulations, policy mechanisms, remove all bottlenecks and barriers to develop science and technology, innovation and digital transformation in 2025; unleash creativity to the maximum; encourage dynamic and creative people who dare to think and dare to do, first of all by legal regulations, creating space for managers to decide and take responsibility.
The General Secretary pointed out that it is necessary to urgently reorganize the science and technology apparatus. In the first quarter of 2025, complete the reorganization of science and technology organizations; focus on key investments to develop strong research organizations. Have a specific plan to build high-quality human resources, especially science and technology talents. Implement breakthrough solutions to attract leading technology corporations, attract Vietnamese and foreign technology talents to work. Prioritize budget allocation for science and technology to be worthy of the national policy.
Emphasizing the determination to carry out the revolution of science and technology development, innovation and digital transformation, General Secretary To Lam called on the entire Party, people and army to unite, be creative, successfully carry out tasks, quickly put Resolution 57 into life, create breakthroughs, promote socio-economic development and ensure national defense and security; contribute to building a peaceful, unified, independent, democratic and prosperous Vietnam, as wished by President Ho Chi Minh.
