According to the report of Vietnam Electricity Group (EVN), the 500 kV line circuit 3 from Quang Trach to Pho Noi includes 4 component projects: Quang Trach - Quynh Luu, Quynh Luu - Thanh Hoa, Nam Dinh 1 - Thanh Hoa, Nam Dinh 1 - Pho Noi.
Currently, localities with the 500 kV line 3 passing through are closely coordinating with ministries and central agencies to complete additional procedures, clarify documents on the policy of converting forest use purposes, and ensure the conformity of projects with local land use planning.
EVN/Power Transmission Corporation (EVNNPT) is completing documents to ensure the progress of approving the Environmental Impact Assessment (EIA) Report as soon as the Prime Minister approves the investment policy of the projects; completing the feasibility study reports of the projects to submit to the competent authority for appraisal and approval immediately after the investment policy and EIA are approved.

Concluding the meeting, Deputy Prime Minister Tran Hong Ha pointed out the causes and responsibilities of each ministry, branch, agency, and locality for the slow progress in the investment implementation of the 500 kV line 3 project from Quang Trach to Pho Noi, due to the lack of detailed, specific plans, inspection, supervision, and reporting; at the same time, not fully anticipating the shortcomings and difficulties in reality...
Therefore, the Ministry of Industry and Trade must immediately develop a specific plan and schedule for the implementation of the 500 kV line 3 circuit project from Quang Trach to Pho Noi in terms of time, items, authority, responsible agency... in accordance with the direction of the Prime Minister and report to the Prime Minister before October 30.

Specifically, based on the draft detailed design, localities where the project passes through must urgently determine the boundaries to adjust and supplement the land use planning for energy; closely coordinate with the Ministry of Agriculture and Rural Development to quickly complete the procedures to submit to the Prime Minister for approval of the policy of converting forest use purposes for the project.
On that basis, the Ministry of Planning and Investment will promptly synthesize, complete, and appraise to submit to the Prime Minister for approval/adjustment of investment policies for projects after approving the policy of converting forest use purposes. At the same time, the Ministry of Natural Resources and Environment will immediately complete the EIA for the projects.

The Ministry of Industry and Trade and EVN/EVNNPT urgently approve projects and technical designs of projects as a basis for selecting contractors and purchasing; coordinate with localities to carry out inventory, compensation, and site clearance...
"The Ministry of Industry and Trade, EVN, and the State Capital Management Committee at Enterprises must closely coordinate with localities and the police force to ensure the rights of people during the compensation and site clearance process as well as ensure safety, security and order throughout the project implementation process," the Deputy Prime Minister noted.
