The conclusion announcement stated that the 500 kV line 3 project from Quang Trach to Pho Noi is a national key project, of special importance in improving the transmission capacity of the national power system, ensuring proactiveness and flexibility in directing, operating, and balancing electricity supply between regions, serving socio-economic development, national security and defense, and contributing to ensuring the lives of people in localities where the project passes through.
The project is about 519 km long, double circuit, passing through 09 provinces, with a large construction volume and many high columns. It was organized and implemented during a period with very harsh weather conditions, sometimes cold, sometimes hot, sometimes stormy. In particular, the construction in the 3 provinces of Thanh Hoa, Nghe An, and Ha Tinh encountered many difficulties due to the very complex terrain, many rugged and steep hills.
However, with the direct and drastic direction of the Prime Minister, Deputy Prime Ministers, the Ministry of Industry and Trade, the State Capital Management Committee at Enterprises, the effective participation of the entire political system and local authorities from the Provincial Party Secretary, the Provincial People's Committee Chairman and local authorities to socio-political organizations; the consensus and unanimity of the people where the project passes; At the same time, the high determination, great efforts, drastic actions, key focus, close attention, and adherence to the construction site of Vietnam Electricity Group and the National Power Transmission Corporation with the spirit of "overcoming the sun, overcoming the rain", "only discussing work, not discussing retreat", "not enough work during the day, working at night", "eating quickly, sleeping urgently", working continuously 24/7, "3 shifts, 4 shifts", "working through Tet, through holidays, through holidays" have shortened the construction time, basically completing very important tasks such as completing the handover of the entire route to the construction unit, completing the provision of all steel poles and materials, equipment for pole erection and wire pulling; completing and energizing the Thanh Hoa 500 kV Transformer Station, expanding the bays at the Quang Trach 500 kV Transformer Station, expanding the bays at the Pho Noi 500 kV Transformer Station; Completed and energized the 500 kV Nam Dinh I - Thanh Hoa transmission line project.
The Prime Minister commended the Vietnam Electricity Group, the National Power Transmission Corporation, contractors, construction units, consulting and supervising units, and directly the engineers, workers and laborers at the construction sites who worked in harsh weather conditions with a high sense of responsibility. This is a very valuable and proud result, contributing to building a good image of cadres and workers in the electricity sector among the people.
Construction of the critical road progress, ensuring completion of the project on the occasion of August Revolution and National Day September 2
The project is currently in its final stages, with not much work left, mainly in the three provinces of Thanh Hoa, Nghe An, and Ha Tinh. These are very difficult construction locations due to complex terrain, many rugged and steep hills, harsh weather conditions, extreme heat, continuous and prolonged thunderstorms, requiring high determination, greater efforts, more drastic actions, striving to overcome all difficulties to bring the project to the finish line on schedule, the Prime Minister requested:
Vietnam Electricity Group and the National Power Transmission Corporation must build a critical progress path to ensure the completion of the project and organize the inauguration on the occasion of the August Revolution and National Day, September 2, organize the division of work scientifically, clearly, coordinate more closely and effectively between forces, levels and sectors at the construction site, determined to overcome difficulties and challenges with the spirit of "no matter how difficult it is, we must do it", "only discuss doing, not discuss backing down" to promote the project construction, ensure quality, technique, aesthetics and especially labor safety. At the same time, do a good job of restoration, environmental sanitation and prepare technical inspection and acceptance procedures in accordance with the provisions of law.
Ministries, branches, localities and units must "speed up, speed up even more", focus, try harder, be more determined, and be more resolute with the highest sense of responsibility to complete the set goals to ensure efficiency and compliance with legal regulations; prepare carefully, coordinate with the Central Emulation and Reward Committee to review and immediately deploy emulation and reward work at the same time as organizing the inauguration of the project, to promptly motivate and reward the right people, the right work, ensuring compliance with legal regulations, strictness and efficiency.
Resolving compensation and resettlement for people
For localities, the Prime Minister requested localities to continue to support investors and construction units during the construction of local projects (especially the use of temporary land to build roads for construction projects), mobilize local forces such as youth, women, veterans, etc. to coordinate with local army forces, local police, increase support for construction units at construction sites in transporting materials, equipment, ensuring logistics, environmental sanitation, traffic diversion, etc., and support food, provisions, etc. for engineers, officers, and workers at construction sites.
Resolutely resolve compensation and resettlement for people; strengthen inspection and supervision to ensure that people moving to new places must have a stable life with the principle that it must be better than or equal to the old place./.
