On the morning of July 15, the Government's Steering Committee for Administrative Reform (SCAR) held its 9th meeting to evaluate the results of the first 6 months of the year and deploy directions and tasks for the last 6 months of 2024.

The conference was held in both in-person and online formats to 63 provinces and cities nationwide. Prime Minister Pham Minh Chinh, Head of the Government's Steering Committee for Administrative Reform, chaired the meeting.

Comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee for Administrative Reform chaired the conference at Ninh Binh bridge. Also attending were members of the Provincial Steering Committee for Administrative Reform; leaders of departments, branches, districts and cities.

In the first 6 months of the year, the Government, Prime Minister, and Head of the Steering Committee have requested ministries, branches, and localities to continue to innovate, be drastic, closely follow, and be specific in leadership and direction of implementation to create a breakthrough in administrative reform.

The Government and the Prime Minister have focused on directing institutional reform, promoting administrative procedure reform, improving the investment and business environment, enhancing competitiveness, contributing to positive changes in administrative reform in general and administrative procedure reform in some areas in particular. Administrative procedure reform has received attention and direction from leaders and has contributed significantly to unlocking resources and improving the business environment. 168 business regulations, 247 administrative procedures and citizen papers have been reduced and simplified, and 108 administrative procedures have been implemented.

The arrangement, consolidation of the organizational apparatus and the completion of regulations on job positions in agencies and organizations in the political system, and the reform of salary policies continued to have clear changes, achieving positive results. Discipline and administrative discipline were strengthened. The Government and the Prime Minister continued to direct ministries, branches and localities to synchronously and drastically implement the construction and development of e-Government and digital Government, gradually achieving specific results and good models.

In the first 6 months of the year, the rate of digitization of records and results of handling administrative procedures at ministries and branches reached 31.11%; at localities reached 47.3%. In the first 6 months of 2024, the whole country has streamlined the payroll of 3,853 civil servants and public employees; reduced 33 ministerial-level public service units, reduced 10 department-level organizations under the Provincial People's Committee and 8 department-level organizations under the District People's Committee. 53 provinces and cities have reorganized administrative units at the district and commune levels in the 2023-2025 period. Reform of the civil service regime has many positive changes. Reform of salary policy has had positive results, officially increasing the basic salary from 1.8 million VND to 2.34 million VND from July 1, 2024, ensuring fairness, equality, harmony, stability...

Speaking at the conference, delegates clarified the results achieved in the first 6 months of the year, pointed out difficulties and obstacles, and made recommendations and proposed solutions to better implement administrative reform tasks in the last 6 months of 2024.

In his concluding remarks at the conference, Prime Minister Pham Minh Chinh, Head of the Government's Steering Committee for Administrative Reform, acknowledged and highly appreciated the opinions of the delegates at the conference, which demonstrated their dedication, responsibility and closeness to the practical situation of ministries, branches, localities and units.

Emphasizing the results and lessons learned in the direction of administrative reform, pointing out difficulties and limitations, the Prime Minister suggested that in the coming time, it is necessary to focus on implementing 5 "promoting" measures: Promoting the review of regulations, removing difficulties, obstacles, and bottlenecks in institutions, mechanisms, and policies to mobilize all domestic and foreign resources for development; promoting dialogue, sharing, and handling difficulties and shortcomings for people and businesses, especially in administrative procedures to promote production, business, create jobs, and livelihoods for people and businesses; promoting reform of the civil service regime, strengthening discipline, order, preventing and repelling corruption and negativity; promoting digital transformation, building a digital government, digital society, digital citizens, digitizing data and records; promoting non-cash payments in all fields and all transactions.

The Prime Minister requested leaders of ministries, branches, localities, and members of the Steering Committee to urgently review and clearly identify bottlenecks that are hindering administrative reform activities, propose specific solutions to remove them; and prioritize immediate resolution of hot, urgent, and pressing issues among the people.

Along with that, it is necessary to strengthen decentralization, delegation of power, and allocation of resources. Strengthen inspection and examination to improve discipline and administrative discipline in the performance of public duties; promote the arrangement of administrative units, streamline the apparatus of public service units. Speed ​​up the promulgation of detailed regulations, especially for laws passed at the 7th session of the 15th National Assembly. Focus on reviewing, amending, perfecting mechanisms, policies, improving processes and procedures to resolve legal and resource "bottlenecks" to facilitate the disbursement of public investment capital in the last months of 2024. Timely reward and encourage collectives and individuals with outstanding achievements in administrative reform, timely criticism and experience sharing...

Speaking at the Ninh Binh bridge, Chairman of the Provincial People's Committee Pham Quang Ngoc emphasized the key task of administrative reform; at the same time, he requested members of the Steering Committee for Administrative Reform at all levels to continue to uphold the sense of responsibility in leading and directing the implementation of administrative reform, in which it is important to note that when assigning tasks, the person must clearly state the task, the responsibility, and the completion time, creating a positive change in public service administrative reform.

For specific cases that are still stuck and require coordination from many levels and sectors, the Chairman of the Provincial People's Committee requested heads of all levels, sectors, localities, agencies and units to strengthen coordination and direction in resolving them in the spirit of resolving work without shirking responsibility, thereby ensuring that the cases are resolved in accordance with the law, in accordance with reality, contributing to promoting the socio-economic development of the province.
