Implement "4 together" with the people, promptly detect arising incidents

Speaking at the 4th Congress of Ethnic Minorities in Bac Kan Province in 2024, Colonel Ha Van Tuyen, Director of Bac Kan Provincial Police, shared the efforts of the police force in ensuring security and order in Bac Kan province, emphasizing the role of ethnic minorities.

Mr. Tuyen said that in recent years, the political security situation and social order and safety in Bac Kan province have always been maintained and stable, creating a favorable environment for local socio-economic development.

"With the characteristics of a mountainous province, with over 80% of the population being ethnic minorities, the Bac Kan Provincial Police force always focuses on maximizing the role of ethnic minorities in exploiting the police work, contributing to ensuring security and order in the province," the Director of the Bac Kan Provincial Police added.

In addition to the outstanding results achieved, the Director of Bac Kan Provincial Police pointed out a number of limitations and difficulties, specifically: Firstly, according to Mr. Tuyen, the socio-economic conditions of ethnic minorities in the area are still difficult, the level of education is not uniform, so the situation of people violating the law is quite common. People are easily taken advantage of by bad elements to incite, incite, and entice to participate in potentially complicated activities related to security and order.

Second, the work of launching the mass movement to protect national security has not attracted much participation in some places and at some times, leading to low efficiency... a large number of people are not really interested and have little access to information, legal propaganda content, recognition of operating methods, detection and denunciation of criminals and bad elements in cyberspace.

Third, the coordination between agencies, departments and branches in launching the mass movement to protect national security and order is sometimes not smooth; the propaganda and movement launching skills of some grassroots cadres are still limited; self-management models on national security and order do not have operating funds, members participating in the model do not have regimes or policies, and operate mainly on the voluntary spirit and enthusiasm of the members, so the number of models operating with quality and efficiency is still limited.

And finally, Colonel Ha Van Tuyen said that the work of promoting the role of prestigious people in ensuring security and order at the grassroots level still has some limitations because the identification of prestigious people is sometimes scattered, the quality of prestigious people is not high; the implementation of policies for prestigious people is sometimes not timely in some places.

To ensure continued maintenance of political stability and social order and safety in Bac Kan province in general, in ethnic minority areas in particular, and to further promote the role of ethnic minorities in ensuring security and order in the area, Mr. Tuyen said that Bac Kan Provincial Police proposed a number of solutions, specifically:

Firstly, local authorities need to focus on solving socio-economic issues, improving and enhancing the quality of life of the people, especially in ethnic minority areas. According to the Director of Bac Kan Provincial Police, this is a key factor to increase people's trust in the Party Committee and government, creating a solid foundation to consolidate the great solidarity of ethnic groups.

Second, it is necessary to further promote the role of prestigious people, village and hamlet chiefs who are ethnic minorities because they are the bridge between the Party, the government and the people living with ethnic minorities, are active and exemplary in the work of propaganda and mobilizing people to respond to and comply with the Party's policies and the State's laws and ensure security and order at the grassroots level.

Finally, the Director of Bac Kan Provincial Police said that it is necessary to continue to expand and effectively maintain the models of self-managed security teams on security and order, associated with the establishment of traditional cultural clubs of ethnic groups, in order to create an environment for exchange and connection, thereby arousing the patriotism of ethnic minorities and working together to ensure security and order at the grassroots level.
