In Dinh Lap district, on March 21 and 22, people in the communes of Dong Thang, Dinh Lap, Chau Son, Thai Binh, Kien Moc... burned and treated the ground cover, causing the fire to spread into the forest and causing quite serious damage. The district People's Committee has requested local authorities to strictly prohibit all acts of using fire in and near the forest, burning and treating ground cover for afforestation; slash-and-burn farming.
“We have directed communes to request people and forest owners to temporarily stop burning and treating vegetation during the hot and dry season until it rains. Communes will arrange permanent forces at checkpoints and stations to strictly control people entering and leaving areas at high risk of forest fires and strictly handle violations,” said Vice Chairman of Dinh Lap District People’s Committee Nguyen Chien Hiep.

According to the Lang Son Forest Protection Department, in the first 3 months of this year, 18 fires occurred in the province. Of these, 2 forest fires damaged 1,807 hectares of planted forests and 16 fires (grasslands, bushes...) with an area of about 38.81 hectares in the districts of Van Lang, Van Quan, Huu Lung, Loc Binh, Cao Loc and Lang Son City.
The fires have been directed and promptly extinguished by local authorities. However, currently, there are many production activities of people such as processing vegetation for forest planting, processing vegetation for custard apple orchards in rocky mountain areas, burning of field edges, burning of votive paper during Thanh Minh festival, etc., so the risk of forest fires is very high.
“Most people are aware that burning the ground cover at this time can easily cause forest fires. However, many people are still very subjective, so some serious incidents have occurred. Currently, the authorities are reviewing the details, consolidating the records, and if there is enough evidence, they will prosecute as a deterrent,” said Nguyen Huu Hung, head of the Lang Son Forest Protection Department.
According to Mr. Hung, to prevent forest fires and minimize damage, the Department has proactively developed plans, including requiring the Inspection Departments of districts and cities to organize mobile propaganda using loudspeakers to advise people and forest owners not to treat vegetation with fire and other fire-using activities that can cause forest fires during periods of prolonged dry and hot weather.
Forest rangers in charge of the area must advise local authorities to regularly broadcast warnings and propaganda about forest fire prevention and control on the public address system in villages and hamlets; regularly monitor information on forest fire forecast levels in the province at the website: Kiemlamvung1.org.vn; promptly provide information on forest fire forecasts on mass media when the forest fire forecast reaches level IV and level V so that localities, forest owners and people know and proactively implement forest fire prevention and control measures.
The Department also requires the Forest Protection Departments to organize forces to be on duty 24/24 hours when the forest fire risk warning level is level III or higher; regularly inspect vehicles, equipment, and tools for forest fire prevention and fighting, ensuring that forces, vehicles, and equipment are ready to participate in forest fire fighting when mobilized. The Forest Protection Departments urge and guide forest owners to proactively review forest fire prevention and fighting plans, handle vegetation to reduce combustible materials in high-risk forests; regularly coordinate patrols and inspections in key areas of forest fires, promptly detect, prevent, and promptly handle acts that cause forest fires...

Fire fighting early, from the grassroots
With the current high level of forest fire forecast, the People's Committee of Lang Son province has just directed the Department of Agriculture and Environment and the People's Committees of districts and cities to strictly implement their responsibilities for forest fire prevention and fighting, in which the motto is to take prevention as the main thing, fire fighting must be carried out early, from the grassroots. The Department of Agriculture and Environment strictly controls the use of fire in and near forests by people, especially slash-and-burn farming activities, using fire to treat vegetation, promptly preventing and strictly handling acts of using fire that have a high risk of causing forest fires, especially during periods of prolonged dry and hot weather.
The Department needs to review, update and complete the local forest fire prevention and fighting plan according to the "four on-site" motto, promptly overcome the limitations and shortcomings that have been discovered; proactively arrange forces, means, materials and funds to ensure forest fire prevention and fighting in the area, especially in areas with high risk of forest fires.
In addition, the province requires units to closely monitor and promptly detect fire spots; proactively direct and deploy fire fighting when forest fires occur in the area. In particular, special attention should be paid to evacuation to ensure the safety of people's lives, and mobilize forces to participate in controlling and extinguishing forest fires in the shortest time.
The Provincial People's Committee directs competent agencies to investigate and determine the cause of forest fires, strictly handle those who intentionally violate the law on forest fire prevention and fighting; handle the responsibility of the heads of agencies and organizations if they lack responsibility in leadership and direction, leading to forest fires. At the same time, promptly commend and reward individuals and organizations that do well and actively participate in forest fire prevention and fighting.
