Digital transformation (DT) in the trade and service sector (TMDV) is taking place rapidly not only due to the general trend but also due to the impact of the COVID-19 pandemic. To create motivation and promote the development of TMDV, keep pace and integrate with world trade, the Department of Industry and Trade has built a sector-wide DT program, in which priority is given to DT in the TMDV sector.

Realizing the importance of digital transformation, aiming to develop the digital economy, the Provincial People's Committee issued Action Plan No. 17/KH-UBND dated January 26, 2022 to implement Decision No. 1968/QD-TTg of the Prime Minister on approving the Project "Promoting the application of information technology and digital transformation in trade promotion activities in the period of 2021-2030". Accordingly, the total budget to implement the plan is over 8 billion VND and the goal is that by 2025, the province will complete the construction and formation of a digital trade promotion ecosystem; ensuring that 100% of trade promotion organizations and over 1,000 enterprises are granted accounts on the digital trade promotion ecosystem. Of which, 20% of enterprises and units have transactions and information sharing, 15% of market connection services are organized on connection platforms, supporting 1,000 enterprises; 10% of fairs and exhibitions are organized in the digital environment; 100% of trade promotion organizations and over 2,000 enterprises, cooperatives, and business households are trained, guided, and supported on the application of information technology (IT) and digital transformation in trade promotion activities and ensuring information security. One of the key factors to promote the digital transformation process, especially in the field of e-commerce and services, is IT infrastructure. This is a necessary condition for enterprises, retail systems, production and business units to develop new service platforms in the direction of modernization, digitalization... ensuring information security.

Many businesses and business establishments have also proactively participated in e-commerce trading floors, using multi-channel sales models and actively providing modern services. Updating, storing information, customers' delivery addresses and supporting online payments through linked bank accounts... has created convenience, trust and customer loyalty to businesses. Not only supermarkets and large shopping malls but also convenience stores and traditional retail establishments in the province have gradually applied digital platforms to diversify sales activities and enhance product promotion. Along with that, many technological solutions have also been applied by units such as: sales management software, cashless payments; installation of automatic camera surveillance systems... The implementation of these "digital" solutions has brought many benefits to both sellers and buyers, contributing to promoting the development of the e-commerce industry, especially in the context of the economy gradually recovering from the impact of the COVID-19 epidemic.

In the province, many commercial service businesses have been gradually applying digital transformation, considering it an important "key" to help improve business efficiency. Typically: Building a website to inform and promote products as well as participating in supplying products and goods on the Internet; attaching QR codes to products, paying by card and e-wallet; online payment; applying sales software, business administration, accounting software, electronic invoices, digital signatures... in management and business activities.

Mr. Le Van Khoa, Head of Trade Management Department, Department of Industry and Trade, said that in the coming time, the department will focus on promoting and developing e-commerce products and solutions; supporting the integration of online payment solutions; improving management capacity and organizing e-commerce development activities. At the same time, organizing propaganda and training e-commerce skills for businesses to improve their participation and exploitation of e-commerce applications, enhancing consumers' ability to recognize and respond to negative behaviors in e-commerce. In addition, the department also supports key export industries, expands consumption of domestic goods; supports trade promotion, distribution of key agricultural products, OCOP products and products of small and micro enterprises, agricultural production households on digital platforms.
