(To Quoc) - Prime Minister Pham Minh Chinh signed Official Dispatch No. 09/CD-TTg dated February 3, 2025 requesting ministries, branches and localities to ensure the implementation of civilized, safe and economical lifestyles in festival activities after the Lunar New Year and the Spring Festival in 2025.
The telegram stated: During the Tet holiday, after the Lunar New Year and the Spring Festival 2025, many festival activities have been taking place attracting a large number of people to participate in localities across the country. In order to continue to strictly implement relevant regulations and instructions, ensure the organization of festival activities after the Lunar New Year and the Spring Festival 2025 in accordance with the Party's regulations and the State's laws, ensure safety, health, thrift, and practice a civilized lifestyle, in accordance with the nation's cultural traditions and good customs and practices of the people in localities, the Prime Minister requested:
The Minister of Culture, Sports and Tourism shall preside over and coordinate with ministries, agencies and localities to continue directing the strict implementation of the provisions in Directive No. 40-CT/TW dated December 11, 2024 of the Secretariat on the organization of the Lunar New Year 2025; Directive No. 45/CT-TTg dated December 18, 2024 of the Prime Minister on strengthening measures to ensure a joyful, healthy, safe and economical Lunar New Year 2025; Decree No. 110/2018/ND-CP dated August 29, 2018 of the Government regulating the management and organization of festivals and other relevant documents.
Strengthen propaganda, mobilization, raise awareness and responsibility of all levels, sectors, localities, people and tourists, especially for cadres, civil servants, public employees, party members to strictly implement legal regulations on organizing and participating in festivals; absolutely do not organize and participate in widespread and wasteful festivals; especially take advantage to influence, engage in superstitious activities, etc.
Strengthen inspection, examination and supervision, promptly prevent and strictly handle violations in festival activities to gain profit and cause negative impacts, especially in localities where many festival activities take place, attracting a large number of people to participate.
The Prime Minister also requested the Minister of Home Affairs to preside over and direct, coordinate with ministries, agencies and localities to step up the work of grasping the situation, propagating, mobilizing and guiding religious organizations, religious establishments, cadres, civil servants, public employees, workers and party members to properly implement legal provisions, organize religious and belief activities, especially during the Spring Festival 2025, ensuring security, order, safety, thrift, in accordance with civilized lifestyle, cultural traditions of the nation and good customs and practices of each locality.
Continue to closely coordinate with the Ministry of Culture, Sports and Tourism in managing and guiding the organization of religious festivals in accordance with legal regulations.
The Minister of Public Security shall strengthen the direction of the work of grasping the situation, ensuring security, social order and safety, preventing fires and social evils at religious establishments and festival venues.
Chairmen of People's Committees of provinces and centrally run cities: Continue to strengthen state management of beliefs, religions and festivals; step up propaganda, mobilization and guidance for good implementation of legal regulations on organizing belief, religious activities and festivals in the area.
Require businesses and service establishments to publicly list and sell at the listed price, not solicit and force tourists to buy goods at tourist attractions and festivals, ensure the quality of goods and services, strictly handle acts of taking advantage of relics, festivals, and beliefs for personal gain, superstitious activities, gambling, etc.
Thoroughly grasp and direct agencies, organizations, units, all cadres, civil servants, public employees, and workers to strictly implement regulations and instructions on organizing and participating in festival activities; ensure safety, environmental protection, food safety and hygiene, practice thrift, combat waste, and promote the spirit of setting an example for cadres, civil servants, and party members.
The Prime Minister requested the Chairman of the Central Committee of the Vietnam Fatherland Front and heads of central agencies; socio-political organizations to actively participate in propagating and mobilizing the implementation of a cultural, civilized, safe, healthy, economical and pure lifestyle in religious and festival activities, especially for cadres, civil servants, public employees, workers and party members.
Officials, civil servants, public employees, and workers in the system of state administrative agencies, relevant agencies, and organizations must strictly implement administrative discipline and labor discipline, and must not organize spring outings or New Year greetings during working hours, which may affect the time and progress of work, especially for local people. Absolutely do not attend festivals during working hours, do not use public vehicles to attend festivals, except in cases of performing duties; do not use state budget, means, and public assets against regulations for festival activities. Leaders of ministries, agencies, and localities must not attend festivals unless assigned by competent authorities.
Business establishments, service establishments, and business households must ensure full conditions for food safety and hygiene, security and safety, and fire prevention for people and tourists attending festivals and related activities. Functional forces must arrange, direct traffic, and ensure security, safety, and traffic order in the area and during festivals and related activities.
The Prime Minister requested that all levels of people, especially cadres and party members, participate in monitoring, urging implementation and promptly reporting to the nearest government agencies and press agencies about activities of individuals and groups that are not in accordance with Party and State regulations for timely and effective handling.
Ministers of the Ministries of Culture, Sports and Tourism, Home Affairs, Public Security, Ministers, Heads of the Government Office and heads of relevant agencies, units and localities, according to their assigned functions and tasks, shall monitor, urge and inspect the implementation of this Official Dispatch, promptly report to the Prime Minister on arising issues beyond their authority./.
