Prime Minister: Promoting cooperation in areas of strategic interest to Vietnam

Economic diplomacy must become a strong driving force for development, and it is necessary to promote cooperation in areas where Vietnam has strategic interests, according to the Prime Minister.

On the afternoon of July 3, chairing a conference to promote economic diplomacy, Prime Minister Pham Minh Chinh assessed that Vietnam's economy has great openness but its scale is modest, its competitiveness and resilience to external shocks are limited. Vietnam's large, traditional markets have all shrunk, with many places seeing a 50% reduction in imports from Vietnam.

In that context, the Prime Minister emphasized the spirit of not giving up or giving up in the face of difficulties and challenges in order to carry out diplomatic and economic diplomacy. When inflation is controlled and gradually reduced over the months, Vietnam prioritizes growth by promoting three growth drivers: consumption, investment and export.

Regarding the focus of economic diplomacy from now until the end of the year, the Prime Minister said it is necessary to promote the spirit of "bamboo diplomacy", effectively seize cooperation opportunities but at the same time ensure the consolidation of strategic balance, harmoniously develop relations with major and important partners.

Reiterating the spirit of "no matter what, as long as it is most effective" as when implementing vaccine diplomacy during the pandemic, the Prime Minister directed the diplomatic sector to "take national and ethnic interests and real effectiveness as the top criteria, promote international solidarity and multilateralism, with people being both the subject and the center and driving force".

The Prime Minister outlined the major orientation of prioritizing the promotion of new growth drivers in digital transformation, green development, circular economy, sharing economy, innovation, along with the diversification of markets, products, and supply chains. The policies must be accompanied by specific incentive policies to promote these areas.

According to him, economic diplomacy must become a strong driving force for rapid and sustainable national development. Therefore, it is necessary to promote cooperation mechanisms in areas where Vietnam has strategic interests such as infrastructure development, semiconductors, hydrogen, renewable energy, biotechnology, agriculture, high-quality human resource training, and cooperation in responding to climate change.

The Prime Minister directed to seize every opportunity, promote economic growth, especially in investment and export, while noting the need to improve product quality, consolidate key export markets, agricultural products, vegetables and fruits with good development potential; effectively promote signed FTAs ​​(Free Trade Agreements) and expand the FTA network with potential partners.

The Prime Minister expressed his views on promoting the attraction of high-quality FDI along with taking advantage of ODA capital and preferential loans. In addition, it is necessary to convince investors to expand investment in Vietnam in emerging fields.

Regarding promoting tourism with the newly revised visa and immigration policies, the Prime Minister requested to "take full advantage of the opportunity of international tourism recovering strongly"; promote labor export in the context of many countries lacking labor force after the COVID-19 pandemic.

According to the report at the conference, in the foreign affairs activities of the leaders of the Party, State, Government, and ministries, economic content was promoted with 70 documents signed.

Ambassadors and heads of representative agencies abroad for the 2023-2026 term have worked with 9 ministries, branches, more than 100 associations and large enterprises to grasp the need for support to promote cooperation and remove difficulties.
