On the morning of August 2, Politburo member, Prime Minister Pham Minh Chinh, Head of the Steering Committee for the Project "Summary of 10 years of implementing Resolution No. 22-NQ/TW, dated April 10, 2013 of the Politburo on international integration" (Steering Committee) chaired the first meeting of the Steering Committee.

The meeting was held online between the Government headquarters and 63 provinces and centrally-run cities.

Attending the meeting were Party Central Committee members: Deputy Prime Minister, Deputy Head of the Steering Committee Tran Hong Ha; Deputy Prime Minister, Deputy Head of the Steering Committee Tran Luu Quang; leaders of central and local departments, ministries, branches, and members of the Steering Committee.

GDP nearly doubled compared to 10 years ago

Implementing Resolution 22 of the Politburo, from 2013 to present, Vietnam has upgraded its relations with 7 countries to Strategic Partnership or Comprehensive Strategic Partnership and 7 countries to Comprehensive Partnership, contributing to creating a network of Strategic Partnerships and Comprehensive Partnerships with 33 countries, including all major countries; officially participating in peacekeeping activities; deeply participating in many FTAs ​​and new-generation, high-standard trade links such as CPTPP, EVFTA, etc., contributing to consolidating and enhancing a favorable and open foreign situation for national development.

At the meeting, along with listening to a general report assessing the results, shortcomings, limitations and lessons learned in implementing Resolution 22 of the Politburo over the past 10 years, delegates discussed and analyzed to clarify the contents of the Resolution that still have value and need to continue to inherit and promote; frankly stated the contents that need to be supplemented and developed to better meet new requirements of practice.

In particular, leaders of ministries, branches and localities forecast the situation and propose policies, orientations, tasks and solutions, especially breakthrough solutions to improve the effectiveness of international integration in the new context.

Concluding the meeting, Prime Minister Pham Minh Chinh said that after 10 years of implementing Resolution 22, a great change has been made. Awareness has been raised, identifying this as a major strategic orientation, the cause of the entire people and the entire political system. Actions have been more proactive, comprehensive, and extensive. The quality and quantity of development have been raised. The country's political position and potential have been raised. International relations have been expanded. The country's appearance has truly changed positively, with GDP nearly doubling compared to 10 years ago.

The Prime Minister pointed out that, in addition to those great and strategic achievements, there are still shortcomings and limitations in the process of deploying and implementing the Resolution such as: The positivity, proactiveness and creativity in implementing integration are still not high; the role of the State in encouraging and creating a favorable environment for individuals, organizations and enterprises to participate in integration is sometimes not really effective.

The implementation of international agreements and commitments is still limited. The level of reaching out to the world and the rate of participation in the global value chain of Vietnamese enterprises is still modest; the overall national strength has increased but many indicators, rankings of national competitiveness, and growth quality of Vietnam compared to ASEAN countries have not changed much. The quality of human resources, the level of connectivity between FDI and domestic economic sectors and the linkage between regions and areas have not met expectations...

Believing that the potential for international integration is still very large, and based on the analysis of achievements and shortcomings, the Prime Minister pointed out 5 lessons that need to be thoroughly understood in implementing integration in the coming time.

In particular, international integration has strategic significance, is truly the cause of the entire people and the entire political system, in which people and enterprises are the center, the subject, the resource, and the driving force. International integration has both opportunities and challenges; it is a difficult and sensitive issue but one that cannot be avoided.

Integration must properly resolve the relationship between independence, autonomy and deep, comprehensive and effective international integration; maximize internal resources and take advantage of external resources, in which internal resources are fundamental, decisive and long-term, and external resources are important and breakthrough.

“We must consider international integration as an important driving force for innovation and development. Closely link the international integration process with improving our country’s self-reliance, competitiveness, resilience and adaptability to all external fluctuations,” the Prime Minister emphasized.

The Prime Minister said that we must have a firm grasp of the international situation and context and domestic development needs; start from practice, respect practice, and take practice as a measure; implement integration work very quickly, proactively, and promptly, with the mindset of daring to think, daring to do, acting decisively, "responding to all changes with the unchanging" in the spirit of all for the benefit of the nation and people.

Integration in all fields must be closely linked, complement each other, and implemented smoothly and synchronously, in which economic integration remains the focus, integration in other fields must facilitate economic integration and contribute positively to economic development; integration must be substantive and in the spirit of "harmonious benefits, shared risks"...

Submit to the Politburo a directive document on international integration

Considering that the new context and new realities pose a number of new requirements and tasks in implementing international integration, Prime Minister Pham Minh Chinh outlined a number of directions for the Steering Committee to continue researching, supplementing, and perfecting the Project and submitting it to the Politburo.

Accordingly, the Prime Minister directed that international integration in the new period must closely follow and effectively serve the policy and guidelines for building socialist democracy, a socialist rule-of-law state, a socialist-oriented market economy; continue to eliminate bureaucracy and subsidies, multi-sectoral, multi-ownership and integration.

Along with that, implementing an independent, self-reliant, diversified, multilateral foreign policy, being a good friend, a reliable partner and a responsible member of the international community; associated with building an independent, self-reliant economy, proactively and actively integrating deeply, substantially and effectively into the international community; making integration truly a strong driving force to maintain a peaceful and stable environment, bringing the country to rapid and sustainable development.

The Prime Minister gave an example of implementing the 4 no's defense policy: not allowing foreign countries to set up military bases or use territory to fight against other countries; not participating in military alliances; not allying with one country to fight against another; not using force or threatening to use force in international relations.

After 10 years, Vietnam has expanded in quantity, participating in many different levels of integration both bilaterally and multilaterally. This is the time to create new qualitative developments, effectively take advantage of new trends in the 4th industrial revolution, in shifting and rearranging supply chains, FTAs ​​networks that Vietnam has participated in, strategic partnerships and comprehensive partnerships to put the country in an optimal position in the new international situation, maximizing resources for national development.

Along with that, it is necessary to have a roadmap and plan to effectively, seriously and fully implement international agreements and commitments. Build and promote a mechanism to monitor, urge, review and promote the implementation of cooperation agreements that we have signed with countries, both bilaterally and multilaterally, in the spirit of "what is said must be done, what is committed must be implemented, what is implemented must have results, measurable".

“If we don't do that, it will not only waste resources and time but also affect the country's reputation,” the Prime Minister said frankly.

The Prime Minister emphasized that there is still a very short time before the Steering Committee must complete the summary and report to the Politburo. To further accelerate the progress of the summary, the Prime Minister requested the Steering Committee and the Editorial Team to focus and quickly determine the final product of the Summary Project, which is to advise the Politburo to issue a directive document on international integration in the new situation.

"The document needs to be strategic, substantive, in the spirit of "effectiveness and efficiency", clearly pointing out the "bottlenecks" that are hindering the integration process of the whole country; proposing solutions to remove and resolve bottlenecks and new issues emerging in international integration. It is necessary to propose measures to increase connectivity, synchronization, and harmony between the fields of international integration; promote the combined strength of the foreign affairs pillars; further enhance internal strength to narrow the "gap" between the steps of external integration and the preparation and consolidation of internal strength, especially in terms of institutions, policies, and competitiveness of enterprises, localities, and the entire economy," the Prime Minister requested.

The Head of Government pointed out that summarizing 10 years of implementing Resolution 22 is one of the key activities; it needs to be carried out urgently, drastically and substantially, helping to shape directions and measures to further improve the effectiveness of international integration, making practical contributions to the socio-economic development of our country in the coming time.
