Not yet fully exploited potential and development not commensurate with position and role
According to the Dak Lak Provincial Party Committee, 2024 is an important milestone when Dak Lak province celebrates 120 years of construction and development.
Sticking to the Government's management theme of "Discipline, responsibility, proactiveness, accelerated innovation, sustainable efficiency", the province's socio-economic situation in the first 7 months of the year continued to develop stably, with most indicators increasing compared to the same period.
Of the 16 key indicators, 10 have been evaluated, and 6 will be evaluated at the end of the year. All 10 evaluated indicators have shown growth compared to 2023. It is forecasted that by the end of 2024, most of the indicators will reach the set plan.
Of which, the value of gross regional domestic product (GRDP) increased by 4.13% over the same period in 2023; exports reached more than 1 billion USD, up 25.4%; total retail sales of goods and service revenue increased by 9.52%; total state budget revenue reached nearly 4,500 billion VND, equal to 64.12% of the central government's estimate. The Provincial People's Committee has approved investment policy decisions for 12 projects with a total investment capital of nearly 2,900 billion VND...
The disbursement of public investment capital sources by July 31, 2024 reached 38.9% of the plan. The province has completed the allocation of investment capital plans to implement three national target programs for the 2021-2025 period, with a total capital of more than VND 4,500 billion.
Dak Lak province recommends that the Prime Minister and ministries and branches pay attention to and consider investing in the construction of the remaining expressways connecting the Central Highlands region with other regions in the 2025-2030 period according to the planning and routes connecting the expressway with the province's transportation system.
Concluding the working session, Prime Minister Pham Minh Chinh acknowledged and commended the efforts and important socio-economic results that the Party Committee, government, army and people of Dak Lak province have achieved, making important contributions to the overall achievements of the whole country.
The Prime Minister said that Dak Lak has a particularly important position and role in politics, economy, society, national defense, security and foreign affairs, and is the center of the Central Highlands region.
The province has a young population, abundant labor force; a rich historical and cultural tradition; vast and fertile land; rich and diverse tourism resources, many historical and cultural relics, scenic spots; the economic and social infrastructure system is being invested in relatively synchronously...
However, Dak Lak has not yet developed commensurate with its position, role, and potential; infrastructure is still limited; there is a lot of potential, but the policy mechanism is limited; there are many potential risks to security and national defense. Dak Lak is still a "difficult" province in many areas such as education, health, culture, infrastructure, human resources, investment attraction, etc.
In the first 7 months of the year, Dak Lak's economic growth has not reached the set target; implementation of three national target programs is still slow.
Production and business of enterprises still face many difficulties, small scale. The rate of communes meeting new rural standards is low; the rate of poor and near-poor households according to multidimensional poverty standards is very high compared to the whole country and the Central Highlands. Complaints and deforestation still occur...
The Prime Minister emphasized that Dak Lak must soon reach the average level of the whole country, on the basis of rapid and sustainable socio-economic development; develop ecological space, promote the cultural identity of ethnic groups; become a unique and attractive destination for domestic and international tourists.
In particular, Buon Ma Thuot city is the center of the Central Highlands, the gateway for integration and connection of the region with the region and the world; people enjoy a quality life with good social services, a guaranteed environment, job opportunities and high income.
Implement “6 Boosts” to Break Through
In the coming time, the Prime Minister requested the Party Committee, government, army and people of Dak Lak province to implement "6 enhancements" including: strengthening people's political trust in the Party, trust in the Party's guidelines, policies and guidelines; strengthening the great national unity bloc between 49 ethnic groups in the area and ethnic groups in the Central Highlands; taking better care of the material and spiritual life of ethnic minorities, leaving no one behind.

Along with that: strengthen the maintenance of a peaceful, friendly, cooperative and developing border with the motto "good neighbors, traditional friendship, comprehensive cooperation, long-term sustainability"; strengthen the training of high-quality human resources for the province and the Central Highlands region; shift labor from rural and agricultural areas to industrial and urban areas; strengthen national defense and security potential, maintain sovereignty and territorial integrity, national security, and social order and safety.
According to the Prime Minister, the province promotes production and business, renews traditional growth drivers, promotes new growth drivers; maximizes all resources for development; improves the efficiency of attracting and using investment capital; promotes disbursement of public investment capital, three national target programs; focuses on investing in connecting traffic infrastructure projects, urban infrastructure, tourism infrastructure, services; projects on natural disaster prevention, climate change, environment, innovation, etc.
Dak Lak must effectively implement key transport projects of the province and the Central Highlands region to synchronously and completely connect the North-South expressway system in the West, Khanh Hoa - Buon Ma Thuot expressway, National Highway 27 with the urban transport network of Buon Ma Thuot city; increase convenient connectivity, effectively exploit Buon Ma Thuot airport to promote the socio-economic development of the province.
Dak Lak needs to increase investment attraction in agriculture and rural areas; develop production according to value chains associated with product consumption; maintain and expand traditional craft villages associated with sustainable ecological environment protection; develop forestry economy associated with forest management, protection, restoration and development; increase revenue from forest environmental services, selling carbon credits; develop tourism infrastructure, making tourism a key economic sector of the province.
The head of the Government directed Dak Lak province to step up the improvement of the investment and business environment, support enterprises; focus on developing cultural and social fields, protecting the environment, ensuring social security, improving the material and spiritual life of the people of all ethnic groups in the province; focus on resource management, environmental protection and response to climate change...
