Prime Minister chairs "historic milestone" conference of Government Party Committee

On the afternoon of February 5, Prime Minister Pham Minh Chinh, Politburo member and Secretary of the Government Party Committee chaired the first meeting of the Government Party Executive Committee for the 2020-2025 term.

The conference listened to the Politburo's Decisions on the establishment of the Government Party Committee, the appointment of comrades to participate in the Executive Committee, the Standing Committee, the Secretary and Deputy Secretary of the Government Party Committee for the 2020-2025 term; announced the Decisions of the Government Party Committee Standing Committee on receiving Party organizations into the Government Party Committee, on the establishment of advisory and assisting agencies of the Government Party Committee.

In his opening speech, Prime Minister Pham Minh Chinh stated that the first meeting of the Government Party Committee was held on the occasion of the 95th anniversary of the founding of the Communist Party of Vietnam (February 3, 1930 - February 3, 2025) and this meeting will be a historical milestone of the Government Party Committee.

The first meeting of the Government Party Executive Committee was held right after General Secretary To Lam chaired the meeting on February 3 to announce the Politburo's Decision on the establishment of the Government Party Committee.

In order for the organization and operation of the Government Party Committee to be truly effective and in accordance with regulations, the Prime Minister stated that it is necessary to thoroughly grasp, imbibe, institutionalize, concretize, and strictly implement the five principles in the organization and operation of the Party and the five leadership methods of the Party.

The five principles of organization and operation are: Principle of democratic centralism; Principle of self-criticism and criticism; Principle of solidarity and unity within the Party; Principle of the Party's close attachment to the people; Principle of the Party operating within the framework of the Constitution and laws.

The five leadership methods are: The Party leads by Platform, strategy, guidelines, major policy orientations and guidelines; The Party leads by propaganda, persuasion, and mobilization; The Party leads through Party organizations and Party members operating in organizations of the political system and through organizational and personnel work; The Party leads by inspection and supervision; The Party leads by exemplary actions of Party members.

Absolutely no interruptions in work

The Prime Minister stated that, based on the Party Charter, regulations, principles and leadership methods of the Party mentioned above, the Conference will focus on discussing important contents.

Specifically, it is necessary to specify the functions, tasks, powers, working regime, and working relationships of the Executive Committee, Standing Committee, Secretary, and Deputy Secretary of the Government Party Committee.

Give opinions on the assignment of specific tasks to members of the Executive Committee and Standing Committee, ensuring that in every field and area, members of the Executive Committee and Standing Committee are assigned to be in charge and responsible; absolutely no gaps or interruptions in work.

Third, give opinions on the Working Program of the Party Executive Committee and the Standing Committee of the Party Committee in 2025.

Next, the Conference discussed the drafts: Submission on the consolidation of the Party organization and Party committees of Party committees directly under the Government Party Committee; Submission on the Working Regulations of the Government Party Committee Executive Committee for the 2020-2025 term; Submission on the Decision on assigning tasks to Executive Committee members, Standing Committee members, Secretaries and Deputy Secretaries of the Government Party Committee for the 2020-2025 term; Submission on the Working Program of the Executive Committee and the Standing Committee of the Government Party Committee in 2025.

Each member of the Standing Committee and Executive Committee shall, based on the assignment decision, develop an implementation plan and be responsible.

Political foundation is a very important premise.

After the delegates voted to approve the Conference Resolution, in their closing speech, the Secretary of the Government Party Committee, the Secretary of the Party Committee, and the Prime Minister affirmed that the regulations, decisions, plans, action programs, and assignment of tasks... approved by the Conference are the political basis and a very important premise for the Government Party Committee to institutionalize the 5 principles of organization and operation and the 5 leadership methods of the Party.

From there, lead and direct the Government, all levels, sectors, agencies and units to successfully carry out the tasks assigned by the Central Committee, the Politburo, the Secretariat and the National Assembly.

Prime Minister Pham Minh Chinh requested that each member of the Standing Committee and Executive Committee, based on the assignment decision, develop an implementation plan and be responsible to the Executive Committee and the Standing Committee for the work results in the fields and areas assigned to them, contributing to the work results of each affiliated Party Committee and the Government Party Committee.

The Party Committee's support departments continue to review the assignment of preparation, implementation progress and specific requirements for each job and task, ensuring the effectiveness, scientificity and feasibility of the work program.

Meanwhile, the forecast for the world and regional situation continues to be complicated and unpredictable, requiring the Party, Government, all levels, sectors and localities to promote the strength of solidarity, the spirit of innovation and breakthrough, constantly strive for creativity, dare to think, dare to do, be self-reliant and aspire to rise up, join hands and unite, turn all difficulties and challenges into opportunities, break through and move forward.

The Prime Minister emphasized the principle that "The Party has directed, the Government has agreed, the National Assembly has agreed, the people have supported, and the Fatherland has expected, so we only discuss action, not retreat."
