That is the content of the inspection conclusion on the compliance with regulations of aviation laws on aircraft exploitation and maintenance of Vietstar Airlines Multipurpose Aviation Joint Stock Company (Vietstar Airlines - VSA).

During the direct inspection at VSA in August 2024, when discovering the problems, the Inspectorate of the Civil Aviation Authority of Vietnam requested the units to urgently take remedial measures.
At the same time, based on the results and conclusions of the inspection, Chief Inspector Dinh Van Cung recommended that the Director of the Civil Aviation Authority direct relevant agencies and units to take a number of measures to handle the existing problems.
In particular, the Civil Aviation Authority Inspectorate is assigned to administratively sanction VSA for failing to update and maintain the safety document system and operating instructions as prescribed.
Previously, the inspector discovered that VSA's aviation security program still existed: There were references to documents that had expired or had been amended, aviation security training had not been updated according to the new circular, some necessary information had not been updated to comply with flight methods according to regulations, and passenger list forms were not used to implement regulations on passenger control...
VSA documents have not established a process for storing aircraft tracking data to support search and rescue (determining the last position of the aircraft), have not specified the flight monitoring method currently applied, have not signed a contract for providing aviation meteorological services; have not revised or updated the aircraft maintenance program...
The Aviation Inspectorate also recommended administrative sanctions against VSA for failing to provide training, professional development, and vocational training for subjects required to be trained, professional development, and vocational training as prescribed.
Previously, the inspector discovered that 5 VSA pilots had not been trained in aviation security knowledge for flight crew members according to regulations; 5 ground staff serving the flight had not been periodically trained in apron safety, passenger services, and apron services.
VSA needs to organize a review, learn from experience; immediately overcome shortcomings; review and revise documents submitted to competent authorities for approval in accordance with legal regulations, unify documents... report results to the Civil Aviation Authority Inspectorate before March 30, 2025.
Regarding the shortcomings of VSA that have been pointed out by the inspectors, some units under the Civil Aviation Authority such as the Flight Safety Standards Department, the Department of Environmental Science and Technology, the Northern, Central and Southern Airports Authority need to organize a review to draw experience for leaders and individuals and take remedial measures, reporting the results to the Civil Aviation Authority in March 2025.
Viet Star Multi-Purpose Aviation Joint Stock Company is an airline operating in the field of general aviation for commercial purposes (tourism flights, sightseeing tours, entertainment and performance services; emergency flights, filming, photography, terrain, geological surveys, rescue, and relief).
VSA is headquartered in Tan Binh District, Ho Chi Minh City.
In 2023, VSA performed 389.25 flight hours; 250 charter flights; transported approximately 1,072 passengers. From January 2024 to August 2024, VSA performed 338 flight hours, 177 charter flights, transported approximately 570 passengers.
The aircraft are maintained at Viet Star Aviation Engineering Joint Stock Company (VSAE).
Currently, VSA owns and operates 2 KING AIR B350 MODEL B300 aircraft and Legacy 600 EMB-135BJ aircraft.
VSA has 5 pilots and 5 ground staff serving the flight.
