At the meeting, voter Pham Thai Binh - Director of Trung An High-Tech Agriculture Joint Stock Company commented that Trung An High-Tech Agriculture Joint Stock Company as well as many enterprises operating in the rice sector are facing difficulties in accessing long-term capital to invest in sustainable development of the rice chain.

According to voter Binh, the Project of 1 million hectares of high-quality and low-emission rice cultivation associated with green growth in the Mekong Delta by 2030 is very correct and on target. The Project clearly states that 100% of the area must be linked in production between enterprises, cooperatives and farmers, in which enterprises play a key role in consumption, but up to now, enterprises have not been able to access long-term loans in the Project.
Mr. Cao Van Tuan - a voter of Tan Loc ward, Thot Not district, expressed his opinion that the section of National Highway 80 along Cai San river in Thoi Thuan ward, Thot Not district, has serious landslides and subsidence, eating deep into the asphalt concrete layer, affecting traffic safety and people's lives.
Voter Tuan also suggested that the current landslide situation at the head of Tan Loc sandbank, Tan Loc ward is very complicated, landslides can continue to occur at any time. Therefore, voters recommend that the Prime Minister and central functional agencies soon support capital to urgently organize the implementation of this embankment project.

Voter Le The Vinh reported that the current traffic volume on National Highway 91 and National Highway 80 through Thot Not district is very high. In addition, the VSIP Industrial Park Project is being implemented. To ensure consistency and reduce traffic pressure on National Highway 91 and National Highway 80 through Thot Not district, especially when the VSIP Industrial Park Project comes into operation, voters recommend that the Prime Minister direct the Ministry of Transport to continue implementing the route connecting the Thot Not bypass with the Lo Te - Rach Soi expressway with a length of about 5.3 km.

Speaking at the meeting, Prime Minister Pham Minh Chinh said that the opinions and recommendations of voters in Thot Not district were very specific, they were all heartfelt opinions, very close to reality, correct and on the issues of social concern.
Responding to the opinion of voter Pham Thai Binh, Prime Minister Pham Minh Chinh said that there has been a Decision assigning the State Bank to study and propose to competent authorities to consider and issue a credit program, support the linkage of production, processing, and consumption of high-quality, low-emission rice products in the Mekong Delta. The State Bank has recently submitted a report. After being reviewed and approved by advisory agencies, this issue will be resolved and assigned to the Bank for Agriculture and Rural Development.

"I am directing the State Bank to facilitate access to capital for businesses in the current context. Businesses must make convincing proposals so that banks can feel secure in lending and providing preferential loans with that spirit," said Prime Minister Pham Minh Chinh.
Regarding the opinion of voter Cao Van Tuan, the Prime Minister said that the Mekong Delta is facing subsidence, landslides, salinity, etc., therefore, the Prime Minister assigned relevant ministries and branches to implement a comprehensive project to resolve this situation. If the landslide situation at the head of Cu Lao Tan Loc islet is particularly serious, it is necessary to consider prioritizing implementation; assign ministries and branches to coordinate with Can Tho City to implement, first of all, evacuate people from the landslide area, protect people's lives and property.
