At the invitation of the Government of the United Arab Emirates (UAE) and the Government of the Republic of Türkiye, Prime Minister Pham Minh Chinh and his wife, along with a high-ranking Vietnamese delegation, left for the World Climate Action Summit within the framework of the 28th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP28).
Besides, the Prime Minister will conduct a number of bilateral activities in the UAE and pay an official visit to Türkiye from November 29 to December 3.

The official visit to Türkiye and bilateral activities in the UAE on the occasion of Prime Minister Pham Minh Chinh's attendance at COP28 are of great significance, taking place on the occasion of the 45th anniversary of Vietnam establishing diplomatic relations with Turkey (June 7, 1978 - June 7, 2023) and 30 years established diplomatic relations with the UAE (August 1, 1993 - August 1, 2023).
This is also the first official visit of a Vietnamese Prime Minister to Türkiye, and the first high-level delegation exchange between the two countries since 2018. The visit is of great significance in strengthening political trust, enhancing the effectiveness of multi-faceted cooperation between the two countries, and promoting the Vietnam-Turkey cooperation relationship to develop further, in depth, effectively and substantially.
Vietnam and Türkiye have good friendship and cooperation in many fields such as politics, economics, trade, education, culture... The two countries share many similarities in history, culture and national development. In terms of politics and diplomacy, the two sides maintain delegation exchanges and high-level contacts. Türkiye considers Vietnam a leading important partner in ASEAN.
In terms of trade and investment, Türkiye is one of Vietnam's leading trade partners in the Middle East. Bilateral trade turnover in 2022 reached nearly 2 billion USD. As of September 2023, Türkiye has 34 investment projects in Vietnam with a total registered capital of nearly 1 billion USD.
The cooperative relationship between Vietnam and the UAE has developed well in recent times. The UAE considers Vietnam an important partner in the Asia-Pacific region and wishes to strengthen cooperation with Vietnam in all fields.
In terms of politics and diplomacy, since establishing diplomatic relations in August 1993, the two sides have regularly exchanged delegations at all levels.
Economically, the UAE is Vietnam's leading trade and investment partner in the Middle East with turnover in recent years always reaching approximately 5 billion USD. In the first 10 months of 2023 alone, the total two-way trade turnover between Vietnam and the UAE is estimated to reach nearly 4 billion USD, an increase of 1.8% over the same period in 2022. The two countries have initiated negotiations on the Comprehensive Economic Partnership Agreement (CEPA) and are aiming to complete negotiations and sign the Agreement.
The UAE is one of the major investors in Vietnam, with 38 foreign direct investment (FDI) projects in Vietnam with a total registered investment capital of 71.4 million USD. There are currently about 4,500 Vietnamese workers working in the UAE.
Meanwhile, COP 28 will be an opportunity for parties to raise their voices, to protect the most vulnerable populations and remind governments of the urgency of accelerating climate action.
Prime Minister Pham Minh Chinh attended the World Climate Action Summit taking place within the framework of the COP28 Conference, the most important multilateral event of the year on climate change. This is an opportunity for Vietnam to strongly demonstrate its message of responsibility, proactiveness and positivity in participating in addressing the global challenge of climate change; helping the international community understand Vietnam's policies, determination and efforts as well as the difficulties and challenges in responding to climate change.
In an interview with the press before the Prime Minister and his wife's working trip, Deputy Foreign Minister Do Hung Viet emphasized: "We expect the visit to contribute to strengthening political trust and creating new momentum, a breakthrough for Vietnam's cooperation with Turkey and the UAE in all fields, from economics, trade, investment, to new areas of cooperation such as innovation, science, technology, energy..."
"The visit will also contribute to implementing Vietnam's foreign policy of independence, self-reliance, multilateralization and diversification of foreign relations, demonstrating the image of the country and people of Vietnam as friendly, sincere, and a reliable partner of the international community.
In addition, the Prime Minister's visit is the second visit to the Middle East region within just 2 months (previously, the Prime Minister attended the ASEAN - GCC Summit and conducted bilateral activities in Saudi Arabia in October 2023), thereby spreading the message of strong commitment and demonstrating Vietnam's clear interest in promoting multifaceted cooperation with the potential Middle East region," said Deputy Minister Do Hung Viet.
