On the morning of August 8, Prime Minister Pham Minh Chinh, Head of the State Steering Committee for important national projects and works, key to the transport sector, chaired the 13th meeting of the Steering Committee.
Attending the provincial bridge were comrade Hoang Xuan Anh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; leaders of a number of departments, branches and sectors.
At the 12th meeting, the Prime Minister assigned 57 tasks to ministries, branches and localities, focusing on removing difficulties and obstacles, accelerating the progress of site clearance, providing construction materials, especially for key transport projects in the Southern region. Up to now, the units have completed 20 tasks on time, are actively implementing 30 tasks of regular direction and management, and 1 task has not yet been due, 6 tasks have not been completed on time. In particular, the Ministry of Planning and Investment has completed the appraisal of the Dau Giay - Tan Phu, Dong Dang - Tra Linh, Ho Chi Minh City - Moc Bai projects.
The implementation of projects to complete 3,000 km of expressways by 2025, to date, has completed and put into operation 2,021 km of expressways. Currently, the Ministry of Transport, localities and the Vietnam Expressway Corporation (VEC) are implementing 38 projects/component projects (DATP) with a total length of about 1,700 km. Of which, 25 projects/DATP with a total length of about 1,104 km are planned to be completed in 2025; 2 projects/DATP with a total length of 68 km are planned to be completed in 2026, however, the progress can be shortened to complete in 2025.
At the 12th meeting of the Steering Committee, the Prime Minister directed ministries, branches and localities to focus on removing difficulties and obstacles in site clearance, relocation of technical infrastructure, provision of construction materials and speeding up the construction progress of projects to complete 3,000 km of expressways by 2025. Based on the actual conditions of the projects being implemented, the Ministry of Transport will coordinate with localities to review the list of projects that need to be focused on for completion by 2025.
However, the implementation of projects scheduled to be completed in 2025 and projects in general still face difficulties and obstacles: Site clearance and relocation of technical infrastructure of projects to be completed in 2025 have not been completed according to the required schedule, affecting the progress; in some localities, the volume of site clearance is still large, not meeting the required schedule. Localities are still slow in implementing the conversion of forest use purposes, exploitation and recovery of forest products, affecting the progress of projects. The implementation of investment project preparation, appraisal and approval, and technical design in some projects is still slow. Some projects under implementation have changes in capital sources, total investment, etc., requiring adjustments to investment policies; if not adjusted soon, it will affect the progress of project completion.
At the meeting, localities reported specifically on the implementation of projects and made recommendations and proposals for solutions to speed up the progress of important national and key projects in the transport sector.
Speaking at the meeting, Chairman of the Provincial People's Committee Hoang Xuan Anh said: Regarding the Dong Dang (Lang Son) - Tra Linh (Cao Bang) expressway project, the province is currently focusing mainly on site clearance. With great efforts and determination, within 100 days and nights, the province has handed over nearly 100% of the route in Cao Bang province, and is currently paying compensation to people according to regulations. During the project implementation, there were some difficulties and problems in the design work, technical design approval was slow due to route adjustment; disbursement and control of State budget capital support for the project; issues related to land use indicators; regarding forest land, there were differences between the documents and reality due to route adjustment. The province committed to proactively and actively coordinate with central ministries and branches to remove obstacles to implement the project on schedule.
Concluding the meeting, Prime Minister Pham Minh Chinh requested localities to mobilize the entire political system to accelerate the progress and complete the site clearance work of key and important national projects. Ministries, branches and localities continue to coordinate and focus on promoting projects to ensure project progress and quality. Lang Son and Cao Bang provinces urged investors to complete procedures and speed up the construction progress of Huu Nghi - Chi Lang and Dong Dang - Tra Linh projects. From now until the end of the year, we must accelerate and make a breakthrough, striving to complete the proposed 3,000 km of expressway by 2025.
