On the morning of January 7, after 1.5 days of serious and urgent work, the 41st session of the National Assembly Standing Committee completed all the proposed content and program.
In his closing speech, National Assembly Chairman Tran Thanh Man said that at the meeting, the National Assembly Standing Committee gave opinions on explaining, accepting and revising four draft laws, including the Law on Digital Technology Industry; the Law on Employment (amended); the Law on amending and supplementing a number of articles of the Law on Advertising; and the Law on amending and supplementing a number of articles of the Law on Technical Standards and Regulations.
The National Assembly Chairman requested that National Assembly agencies closely coordinate with the drafting agency, closely following the conclusions of the National Assembly Standing Committee to continue revising and perfecting the draft Laws to ensure persuasiveness for submission to the National Assembly for consideration and approval.
The National Assembly Standing Committee considered and approved two resolutions of the National Assembly Standing Committee, including a joint resolution detailing the organization of meetings between National Assembly deputies and People's Council deputies; and a resolution of the National Assembly Standing Committee regulating the implementation of democracy within the agencies of the National Assembly, agencies under the National Assembly Standing Committee, and agencies of People's Councils at all levels.
The National Assembly Chairman requested the Delegation Affairs Committee and the People's Aspirations Committee to coordinate with the Standing Committee of the Law Committee to complete two draft resolutions and submit them to the National Assembly Chairman for signing and promulgation, noting the contents related to changing the functions and tasks of agencies when implementing the current organization and streamlining to make appropriate regulations.
The Standing Committee of the National Assembly reviewed the National Assembly's Report on People's Aspirations in December 2024; gave opinions on the National Assembly's thematic supervision outline on "Implementation of policies and laws on environmental protection since the Law on Environmental Protection 2020 took effect;" and gave opinions on preparations for the 9th Extraordinary Session of the 15th National Assembly.
Stating that there is not much time left until the 9th Extraordinary Session, while the contents to be considered are very important to serve the streamlining of the apparatus, the National Assembly Chairman requested that agencies urgently prepare conditions for the Session, specifically consider the contents, and work day and night, including Saturdays and Sundays.
Regarding the content of the Session, the National Assembly Chairman said that the National Assembly will consider and amend the following Laws: Law on Organization of the National Assembly; Law on Organization of the Government; Law on Organization of Local Government; especially amending the Law on Promulgation of Legal Documents so that the Government can amend decrees and circulars to serve the socio-economic management process right from the first month and first quarter of 2025. When the Government ensures the conditions and documents, the National Assembly Standing Committee will give its opinions to send immediately to the National Assembly deputies. The National Assembly agencies will coordinate and supervise to urge early and remote examination in a thorough and complete manner.
Along with preparing for the Extraordinary Session, the agencies of the National Assembly, agencies under the National Assembly Standing Committee, and the National Assembly Office need to focus on implementing the summary of Resolution 18-NQ/TW, completing projects and documents to ensure progress for submission to the Central Conference in mid-February 2025, especially tasks that need to be completed before January 15, 2025 as required by the Central Steering Committee.
In addition to the above key tasks, in the coming time, agencies must prepare to successfully organize the National Assembly Forum on Supervisory Activities, the Conference of the Executive Board of the Francophone Parliamentary Union (APF), the Parliamentary Forum on Francophone Cooperation on Sustainable Agriculture, Food Security and Climate Change Response hosted by Vietnam; develop and implement the activities of the National Assembly Chairman and Vice Chairmen on the occasion of the Lunar New Year to ensure thoughtfulness, practicality and effectiveness.
On the morning of January 7, the National Assembly Standing Committee gave opinions on preparations for the 9th Extraordinary Session of the 15th National Assembly.
Secretary General of the National Assembly, Head of the National Assembly Office Le Quang Tung said that based on the policy of the competent authority on holding an extraordinary session at the end of February 2025 to consider amending and promulgating relevant laws and resolutions on the arrangement and streamlining of the apparatus, based on the proposals of the agencies and the Resolution of the National Assembly Standing Committee, the Secretary General of the National Assembly proposed that at the 9th extraordinary session, the 15th National Assembly will focus on submitting to the National Assembly for consideration and approval of 7 urgent contents to deploy and implement the arrangement of the apparatus.
The contents include the Law amending and supplementing a number of articles of the Law on Organization of the National Assembly and other laws related to the organization and operation of the National Assembly; the Law on Organization of the Government (amended); the Law on Organization of Local Government (amended); the Resolution of the National Assembly on the establishment of a number of Ministries of the 15th Government for the 2021-2026 term; the Resolution of the National Assembly on the structure of the number of Government members for the 16th National Assembly term; the Resolution of the National Assembly resolving issues arising in legal provisions related to the arrangement of the apparatus; personnel work under its authority.
Regarding the other 3 contents proposed by the Government, the Secretary General of the National Assembly informed about the draft Law on Promulgation of Legal Documents (amended), requesting the Government to clearly inform about the progress, in case the documents of the draft Law are prepared in time, it will be submitted to the National Assembly for discussion at the 9th Extraordinary Session (February 2025) and approved at the 9th Session (May 2025).
Regarding the draft Law on Management and Investment of State Capital in Enterprises, if it is prepared in time and of good quality, the National Assembly Standing Committee will review and find it eligible before submitting it to the National Assembly at this extraordinary session.
Regarding the Pre-Feasibility Study Report of the Lao Cai-Hanoi-Hai Phong Railway Investment Project, the Secretary General of the National Assembly requested the Government to clarify the progress of completing the dossier and documents; at the same time, requested the National Assembly's Economic Committee according to the field in charge to report its opinion on this issue./.
