On the morning of February 5 at the National Assembly House, under the chairmanship of Politburo member and National Assembly Chairman Tran Thanh Man, the National Assembly Standing Committee opened its 42nd Session. It is expected that in 2.5 working days (from February 5 to 7, 2025), the National Assembly Standing Committee will consider and give opinions on many contents to prepare for the 9th Extraordinary Session of the 15th National Assembly and many other important contents.
Attending the opening session were members of the Party Central Committee: Vice Chairman of the National Assembly Nguyen Khac Dinh; Vice Chairman of the National Assembly Nguyen Duc Hai; Vice Chairman of the National Assembly Nguyen Thi Thanh; members of the National Assembly Standing Committee, representatives of the Nationalities Council, National Assembly Committees, and departments under the National Assembly Standing Committee.
On the guest side, there were: Politburo member, Permanent Deputy Prime Minister Nguyen Hoa Binh; Party Central Committee member, Vice President Vo Thi Anh Xuan; Party Central Committee member, Minister of Home Affairs Pham Thi Thanh Tra; Party Central Committee member, Minister of Justice Nguyen Hai Ninh; Chief Justice of the Supreme People's Procuracy Nguyen Huy Tien; representatives of the Central Committee of the Vietnam Fatherland Front; Supreme People's Court, Central Organizing Committee; leaders of relevant ministries, departments and branches.
Speaking at the opening of the session, National Assembly Chairman Tran Thanh Man said that the National Assembly Standing Committee opened its 42nd regular session (February 2025), the first meeting of the National Assembly Standing Committee in the new year of At Ty 2025. The session took place in an atmosphere of celebrating the Party and Spring with many activities to celebrate the 95th anniversary of the founding of the Communist Party of Vietnam (February 3, 1930 - February 3, 2025).
On behalf of the National Assembly Standing Committee, the National Assembly Chairman highly appreciated the efforts of the Government and National Assembly agencies during the Tet holiday, working day and night, including Saturdays and Sundays, with a high sense of responsibility to prepare documents for the 42nd Session of the National Assembly Standing Committee.
The National Assembly Chairman said that at this session, with a duration of 2.5 days, the National Assembly Standing Committee will focus on reviewing and giving opinions on draft laws and draft resolutions to be issued immediately to serve the streamlining of the apparatus to be submitted to the National Assembly at the 9th extraordinary session; at the same time, the National Assembly Standing Committee will also review and decide on a number of issues in the 2025 work program.
Specifically, first, the National Assembly Standing Committee gave opinions on the draft Law on Government Organization (amended) and two drafts: (i) Resolution of the National Assembly on the organizational structure of the Government for the 15th National Assembly term; (ii) Resolution of the National Assembly on the structure of the number of Government members for the 15th National Assembly term.
Draft Law amending and supplementing a number of articles of the Law on Organization of the National Assembly and 03 drafts: (i) Resolution of the National Assembly on the organizational structure of specialized agencies of the National Assembly; (ii) Resolution of the National Assembly on the number of members of the Standing Committee of the 15th National Assembly (amended)); (iii) Resolution of the Standing Committee of the National Assembly on the specific tasks, powers and organizational structure of specialized agencies of the National Assembly.
Draft Law on Organization of Local Government (amended); Draft Law on Promulgation of Legal Documents (amended); Draft Resolution of the National Assembly to resolve issues arising in legal provisions related to organizational arrangement.
In addition, the National Assembly Standing Committee will also give opinions on personnel work to be submitted to the National Assembly at the 9th Extraordinary Session.
Second, the National Assembly Standing Committee will continue to give opinions on the explanation, acceptance and revision of two draft laws: the Law on Teachers and the Law on Chemicals (amended); and give opinions on the draft Ordinance on Management and Protection of the Ho Chi Minh Mausoleum Relic Site.
Third, the National Assembly Standing Committee will consider and approve a number of resolutions to implement the Law on Organization of People's Courts 2024; Resolution of the National Assembly Standing Committee on principles, criteria and norms for allocating public investment capital from the state budget for the period 2026-2030 and Resolution approving the proposal of the Chief Prosecutor of the Supreme People's Procuracy on the organization of the Supreme People's Procuracy. The National Assembly Standing Committee will also consider the National Assembly's Report on People's Aspirations in January 2025.
The National Assembly Chairman also said that the National Assembly Standing Committee is scheduled to meet again on the afternoon of February 10 to give opinions on the investment policy for the Lao Cai - Hanoi - Hai Phong railway project and some other urgent issues to be submitted to the National Assembly at the 9th Extraordinary Session; some specific policies to quickly implement the Ninh Thuan nuclear power project... The National Assembly Chairman requested the Economic Committee to coordinate with ministries, branches, the Ethnic Council, and the National Assembly Committees to prepare early and remotely. When there is a conclusion from the competent authority and the Government's Submission, it will conduct an examination and give opinions to the National Assembly Standing Committee for consideration and approval.
To best prepare for the upcoming 9th Extraordinary Session, National Assembly Chairman Tran Thanh Man requested members of the National Assembly Standing Committee as well as relevant ministries and branches to focus on thorough research and contribute in-depth opinions on major issues and content of concerns in each draft law and draft resolution.
At the same time, it is recommended that the National Assembly agencies closely coordinate with the Government agencies, focus on thoroughly implementing the policies decided by the Party Central Committee Conference and the Politburo's Conclusion on the direction of innovation and perfecting the law-making process. Urgently revise and complete the Submission, reports and draft laws and resolutions immediately after receiving comments from the National Assembly Standing Committee, and send dossiers and documents to ensure timely delivery to National Assembly deputies in accordance with regulations./.
