At the talks, Turkish Vice President Cevdet Yilmaz welcomed the first official visit of the Vietnamese Prime Minister to Turkey, assessing this as an important event of historical significance in promoting the friendship and multifaceted cooperation between Vietnam and Turkey, especially on the occasion of the two countries celebrating the 45th anniversary of establishing diplomatic relations (1978 - 2023).
The Vice President affirmed that Türkiye considers Vietnam one of its top priority partners in ASEAN, especially in the fields of economics, trade, investment, defense - security, tourism, etc.
Prime Minister Pham Minh Chinh expressed his delight at the recent socio-economic achievements of Turkey, especially in becoming a member of the G20 and having an increasingly important role and influence in the region. The Prime Minister expressed his belief that Turkey will continue to develop more strongly in the coming time, thereby opening up new cooperation opportunities between the two countries.
During the talks, the two sides informed each other about the political, economic and social situation in each country and discussed international and regional issues of mutual concern. The two leaders affirmed their desire and determination to further promote the friendship and multifaceted cooperation between Vietnam and Türkiye for the common interests of the people of the two countries, for peace, stability and development in the two regions and the world, towards upgrading the relationship in the near future.

The two leaders agreed to continue to consolidate and further promote the good political and diplomatic relations, strengthen cooperation between the two ruling parties, actively coordinate and support each other at international forums and organizations, further enhance the exchange of delegations at all levels, especially high-level delegations. Prime Minister Pham Minh Chinh invited the Turkish Vice President to pay an official visit to Vietnam in 2024, affirming that the visit will contribute to bringing the cooperative relationship between the two countries to a new height. Vice President Cevdet Yilmaz happily accepted the invitation and wished to make the visit soon.
On this occasion, Prime Minister Pham Minh Chinh announced that the Vietnam Red Cross Society will continue to transfer 14.6 billion VND in donations from individuals and organizations in the country to support the Turkish people in overcoming the consequences of the earthquake in February 2023.
On behalf of the Turkish State and people, Vice President Cevdet Yilmaz expressed his gratitude, appreciation and affirmed that he will always remember the human and material support that the Vietnamese Government and people have provided to Turkey in overcoming the consequences of natural disasters; emphasizing that Turkey is always ready to support Vietnam when facing difficulties. At the same time, Türkiye also thanked Vietnam for approving the opening of the Turkish Consulate General in Ho Chi Minh City.

Regarding economic cooperation, the Turkish Vice President said that cooperation between the two countries is continuing to develop positively and in a more balanced direction. With the advantage of two complementary economies, the leaders of the two countries agreed to further strengthen practical and effective economic cooperation activities to soon increase bilateral trade turnover to 4 billion USD, through opening the market for agricultural products and each other's strengths, promoting negotiations on the FTA Agreement at the 8th Joint Committee Meeting, increasing the frequency of cargo flights, etc.
In the Halal sector, Türkiye pledges to support Vietnam in developing the Halal industry, thereby contributing to increasing bilateral trade turnover.
Regarding investment, Prime Minister Pham Minh Chinh highly appreciated the fact that Türkiye is currently the largest direct investor from the Middle East in Vietnam, with a total registered investment capital of nearly 1 billion USD, affirming that he will create all conditions for Turkish corporations and enterprises to invest in Vietnam in priority areas such as industrial production, high-tech agriculture, consumption, green economy, and innovation. The Turkish Vice President highly appreciated the success of the Vietur Consortium led by a Turkish company in the Long Thanh International Airport construction project and expressed his hope that both sides will make further efforts to improve the effectiveness of investment cooperation in the coming time.
Regarding cooperation in the field of defense and security, the two sides agreed to strengthen cooperation in the defense industry, promote information exchange, fight against crime, and promote cooperation in training, technical and technological training, search and rescue, and humanitarian relief, etc.
Regarding tourism cooperation, the two leaders agreed to promote information exchange, participate in major international tourism events in each country, and consider simplifying visa procedures to further facilitate tourists from both countries.
In addition, the two sides agreed to share knowledge, increase exchanges and promote cooperation in other potential areas such as agriculture, renewable energy, science and technology, innovation and digital transformation. In the field of labor, the Prime Minister suggested that Turkey consider employing more Vietnamese workers in projects with Turkish enterprises as contractors.
Regarding cooperation mechanisms, the two leaders agreed to coordinate in researching and implementing breakthrough cooperation mechanisms, promptly holding the 8th Meeting of the Vietnam - Türkiye Intergovernmental Committee in the first quarter of 2024 to review and remove obstacles in specific cooperation projects, speed up negotiations and sign important cooperation documents in the fields of defense - security, labor, agriculture, etc.
Prime Minister Pham Minh Chinh proposed that the Turkish Government continue to create more favorable conditions for the Vietnamese community living in Türkiye to integrate into the host society, contributing to the development of Turkey as well as the bilateral relations between Vietnam and Türkiye.
After the talks, Prime Minister Pham Minh Chinh and Turkish Vice President Cevdet Yilmaz witnessed the signing of a Memorandum of Understanding on cooperation in the field of Agriculture and Forestry between the Ministry of Agriculture and Rural Development of Vietnam and the Ministry of Agriculture and Forestry of Türkiye; a Memorandum of Understanding on cooperation between the Diplomatic Academy of Vietnam and the Diplomatic Academy of Türkiye; and a Letter of Intent on cooperation between Vietnam Airlines and Turkish Airlines. |
