Prime Minister directs to promote human resource training for semiconductor industry

Deputy Prime Minister Le Thanh Long has just signed Directive No. 43/CT-TTg dated December 4, 2024 of the Prime Minister on promoting human resource training for the semiconductor industry and some core digital technology industries.

The Directive clearly states that, implementing the Party's guidelines and the State's policies on high-tech development and the Vietnamese semiconductor industry, on September 21, 2024, the Prime Minister signed Decision No. 1018/QD-TTg promulgating the Strategy for developing Vietnam's semiconductor industry to 2030 and vision to 2050 and Decision No. 1017/QD-TTg approving the Program "Developing human resources for the semiconductor industry to 2030, with a vision to 2050".

In order to promote the implementation of the Party and State's policies and guidelines, and the Prime Minister's direction to create breakthroughs in training and developing high-quality human resources in the semiconductor industry and core digital technology industries such as: Artificial Intelligence (AI), Cloud Computing, Internet of Things (IoT), Big Data, Blockchain for national development in the context of rapid and strong development of science and technology, the Prime Minister requests ministries, ministerial-level agencies, government agencies, People's Committees of provinces and centrally run cities to actively organize the implementation of the above Strategy and Program.

Urgently issue training program standards on semiconductor microchips

The Prime Minister assigned the Ministry of Education and Training to urgently develop and promulgate standards for semiconductor training programs (to be completed in the first quarter of 2025); review, research, propose amendments and supplements to mechanisms and policies on tuition exemption and reduction, and grant scholarships for students studying training majors related to the semiconductor and core digital technology industries at home and abroad (to be completed in the fourth quarter of 2025).

At the same time, research, propose and organize the implementation of a model of cooperation in training human resources for the semiconductor industry and core digital technology industries between the State, schools and enterprises. Urgently complete and submit to competent authorities for approval projects and programs to develop high-quality human resources, develop a system of excellent training centers and talents in 4.0 technology. Create a favorable environment to promote international cooperation in training high-quality human resources, exchange experts and specialized lecturers in the field of semiconductor microchips and core digital technology at higher education institutions. Promote communication about the importance of training human resources for the semiconductor industry and core digital technology.

The Prime Minister assigned the Ministry of Information and Communications to promote communication about the role and importance of training human resources to serve the semiconductor and core digital technology industries. Forecast human resource needs to serve the development of the semiconductor and core digital technology industries by 2030 as a basis for training of higher education institutions (to be completed in the fourth quarter of 2025). Build a common platform and tools to serve the training of experts in semiconductor chip design and development (to be completed in the fourth quarter of 2025).

The Ministry of Science and Technology develops guidelines for implementing scientific and technological tasks in higher education institutions and research institutes that provide doctoral training in the semiconductor and core digital technology industries (to be completed in the first quarter of 2025). Strengthen support for technology research and development activities associated with training of highly qualified human resources to form and develop strong research groups, creating conditions for young research groups and technology start-up projects with development potential in the semiconductor and core digital technology industries. Prioritize the arrangement of programs and tasks for research and development of semiconductor and core digital technology products associated with human resource training at higher education institutions, research institutes, innovation centers and enterprises.

Prioritize investment in semiconductor laboratories for training and research

The Ministry of Planning and Investment shall urgently select priority projects for investing in semiconductor laboratories for training and research in phases in accordance with market needs in accordance with the provisions of law. Research and propose the development of specific mechanisms and policies on investment incentives, resource mobilization, use of state budget, public assets, laboratory sharing mechanisms, attracting talents, experts, and lecturers to develop human resources in the semiconductor and core digital technology industries.

The Prime Minister requested ministries, ministerial-level agencies, government agencies, People's Committees of provinces and centrally run cities to strengthen close cooperation in the relationship between the State, schools, innovation centers, and enterprises to improve training efficiency and human resource development, especially for the semiconductor and core digital technology industries. Directing affiliated higher education institutions to study and establish specialized professional units (schools, faculties, departments, etc.) to prioritize training and research on semiconductor microchips and core digital technologies (in the fourth quarter of 2024).

Mobilizing and diversifying resources for human resource development in the semiconductor industry

The People's Committees of provinces and centrally run cities forecast the demand for human resources to serve the development of the semiconductor and core digital technology industries in the area and develop specific plans and roadmaps until 2030 to develop human resources suitable to local conditions. Promote solutions to mobilize and diversify resources for human resource development in the semiconductor and core digital technology industries; allocate appropriate financial resources for training and research programs to serve the development of human resources in the semiconductor and core digital technology industries of the industry and the locality. Create a favorable environment for cooperation in training, research, exchange and transfer of technologies in the field of semiconductor microchips and core digital technology between training institutions and enterprises in the area and nationwide.
