Speaking at the conclusion of the National Conference on removing difficulties and obstacles and promoting the development of social housing this afternoon (March 6), Prime Minister Pham Minh Chinh emphasized that the State has issued a number of mechanisms and policies to reduce costs and prices for social housing, but the quality, standards and regulations must be guaranteed; infrastructure for transportation, society, health, culture, education, sports, electricity and water, etc. must be synchronous and convenient.
The Prime Minister assessed that recently, the construction of social housing has had certain results, progress, and changes, but compared to requirements and expectations, it has not been achieved; nationwide, 655 social housing projects have been implemented with a scale of 593,428 units.
However, many localities have had slower implementation results than the plan registered in the Project. The disbursement of preferential credit capital of 120,000 billion VND for social housing is still slow and difficult. There are still obstacles and difficulties for social housing investment enterprises in accessing land, construction investment procedures, contractor appointment, credit, preferential policies, etc.

To achieve the set goals and create positive changes, the Prime Minister directed groups of tasks and solutions with ministries, branches and localities. Specifically, the Ministry of Construction will preside over and review the institutions, processes and procedures, where the problems are, who will resolve them, how long it will take, when the results will be available, "clearly identify the people, the work, the progress, the responsibilities and the products"; in the laws, decrees and circulars, which agencies must amend and propose to the Government and submit to the National Assembly.
Emphasizing the need for preferential policies, the Prime Minister requested that this must be submitted in March, at the latest in April. Localities must plan and adjust social housing planning appropriately, and must be completed by the second quarter at the latest. If there are any problems, proposals should be made. The Ministry of Construction will review standards, regulations, and norms related to social housing (such as height, construction materials, etc.).
Localities must develop synchronous infrastructure to meet requirements, and if necessary, invest in public investment; can assign synchronous contracts between social housing and infrastructure projects, and importantly, must prevent corruption, negativity, and waste.
The Prime Minister requested to study appropriate interest rates; it is possible to increase appropriate interest rates but it must be done quickly. If the project is prolonged, it will waste time, effort, and trust. We must finish each task and complete each task.

"The Government Office shall preside over, review, and cut at least 30% of administrative procedures by 2025. People in need having to wait 5 years, 10 years to get social housing will not have much effect," the Prime Minister directed.
